This National Guard position is for a LOGISTICS MANAGEMENT SPECIALIST (TITLE 32), Position Description Number D1178P01 and is part of the FL SMO, National Guard.
AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709" and is open to Category 1 & 3 Only.
Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency WITH dual FL National Guard military membership; Category 3: All current military members of the Florida National Guard.
First consideration will be given to Category 1. PCS: Permanent Change of Station (PCS) costs, MAY be authorized.
Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard.
Recruitment / Relocation: Incentive MAY be authorized. ONLY after determination is made that payment is in the best interest of the Florida National Guard.
FLARNG BUS Code NG5022: This position is "included" in the bargaining unit and eligible for labor organization representation.

MILITARY GRADES: Officer/ Warrant Officer/ Enlisted: E1 thru O4 GENERAL EXPERIENCE: Must have experience, education, or training involving judgment and/or analytical ability in the logistics field; experience using computer and automation systems.
SPECIALIZED EXPERIENCE:GS09 Must have at least 1-year specialized experience, education or training equivalent to at least the next lower grade level; experience which involved detailed knowledge of organizations and their functions in logistical support (i.e., supply, maintenance, quality assurance, facilities); experience planning and organizing work assignments.
TEMPORARY PROMOTION- For Title 32 and/or Title 5 selectees only: This is an obligated position (incumbent is on a military tour).
If a permanent employee in Title 32 and/or Title 5 excepted civil service accepts this position, he/she will retain their permanent status AND return to their previous Title 32 and/or Title 5 position once the incumbent returns from military duty.
If the military tour member, who has reemployment rights to this position, does not exercise his/her reemployment rights within 5 years, the selected individual may remain in this position without further competition.
INDEFINITE APPOINTMENT-For Current Title 5 selectees only: This is an obligated position (incumbent is on a military tour).
If an on-board individual employed in Title 5 excepted civil service accepts this position, he/she will be converted to Title 32 and will receive an indefinite appointment (Tenure 3).
If a Reduction-In-Force occurs and/or the military tour member exercises reemployment rights to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated.
If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition.

Major Duties:
As a LOGISTICS MANAGEMENT SPECIALIST (TITLE 32), GS-0346-9, you will develop, implements and evaluates the logistics and property accountability policies for the organization.
Is the primary advisor for the command in the area of logistics and property book operations. Oversees and reviews unit level feeder reports.
Analyzes and/or prepares the logistics and equipment readiness areas of the organizational readiness report.
Reviews, analyzes, and provides recommendations relative to current and future MTOE/TDA and/or force structure changes to determine the impact on organizational equipment authorizations.
Keeps abreast and ensures the implementation of new policy statements, regulations and directives issued by higher headquarters concerning logistics and property accountability activities.
Provides guidance and assistance to ensure command programs have been implemented and evaluates their effectiveness in subordinate elements.
Plans for the establishment and operation of the Administrative and Logistics Operations Center (ALOC). Develops and implements standard operating procedures for logistics.
Plans, develops, and maintains actions/procedures for the immediate and subordinate organizations in preparation for the transfer of all or part of accountable property for deployment to include pre-mobilization and post-mobilization.
