Full Job Description

The Office of Public Health Science (OPHS), Laboratory Regulatory Operations, brings public health leadership to the Food Safety and Inspection Service of the United States Department of Agriculture to assure the establishment and support of scientifically sound food safety programs.

OPHS develops scientific information to assess meat, poultry, egg products, Siluriformes, and related products potential for human health risks at different points throughout the farm-to-table continuum.

This position is interdisciplinary and can be filled by a Microbiologist or Chemist.

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in Grade: Current federal employees applying for a promotion opportunity must meet the time in grade requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled (e.g., one year at the GS-12 grade level for consideration at the GS-13 grade level.) For the GS-13 level: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that demonstrates experience: (Note: Your resume MUST show demonstrated experiences of all of these requirements listed below to qualify, be as detailed as possible): Supporting laboratory operational needs by configuring LabWare LIMS to develop, validate or implement functionality.

Working with data systems in a regulated environment, such as one accredited under ISO/IEC 17025 Programming using languages such as LabWare LIMSBasic, Javascript and/or Visual Basic.

Querying and analyzing data from a Microsoft SQL Server (MS SQL) database.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

  • Leads and facilitates requirements gathering sessions with laboratory staff, program officials, and IT stakeholders to identify, analyze, and document business and technical needs.
  • Designs and develops LabWare LIMS configurations, workflows, and modules to support laboratory operations, regulatory compliance, and data management objectives.
  • Translates complex scientific and operational requirements into functional specifications and technical solutions within the LabWare LIMS platform.
  • Manages software development projects with minimal supervision, including planning, scheduling, resource coordination, and status reporting.
  • Collaborates with cross-functional teams to ensure LIMS implementations align with agency goals, scientific standards, and cybersecurity policies.
  • Conducts testing, validation, and deployment of LIMS enhancements and integrations, ensuring system reliability and performance.
  • Provides expert-level troubleshooting, maintenance, and support for LabWare LIMS applications, including issue resolution and user training.
  • Develops and maintains comprehensive documentation, including system design records, validation protocols, user manuals, and change control logs.
  • Ensures the LIMS complies with agency IT governance, quality assurance standards, and federal regulations.
