Requirements

In the role of Library Administrator, you will:
Plans, assigns, directs, and evaluates the work of regional or divisional staff, providing both direct and indirect library services and comprehensive public programs across a range of service platforms, including community libraries, bookmobiles, outreach services, online, and specialized resource centers servicing adults, youth, and diverse groups.

Develops and oversees a wide range of activities, public programs, educational initiatives, and special events tailored to meet the diverse needs of community members, including both youth and adults.

Plans and facilitates system-wide and regional professional development workshops with a focus on public library services for diverse groups; provides staff training opportunities; and offers consultation on general and specialized youth and adult programming, including themed events, guest speakers for special events or series, as well as coordination of related graphics, exhibits, displays, and supporting media.

Plans and coordinates departmental collection development activities; assigns, directs, and evaluates the work of technical services staff responsible for system-wide selection and acquisitions of materials and equipment, cataloging and processing, oversight of digital content and projects, and management of materials budget, including allocation and expenditure tracking.

Contributes to the development of departmental service and program policies and guidelines; interprets and communicates library policies, programs, and initiatives to external stakeholders, including Board of Supervisors, county departments, contract cities, agencies, community organizations, and the news media within the assigned region or division.

Monitors and evaluates the effectiveness of department-wide and regional service programs; recommends new initiatives or program improvements; reviews proposals and facilitates the development of no-cost partnerships with community stakeholders to support strategic goals and expand service reach.

Provides strategic leadership and guidance on committees addressing system-wide library initiatives and Board-related matters; evaluates and advises on operational efficiency, cost-effectiveness, revenue performance, and equity impacts to support informed decision-making and continuous improvement.

Oversees administrative functions for the assigned region or division, including budget preparation and control, personnel management and staff development, facility operations and maintenance, and the preparation and maintenance of operational records, statistics, and reports.

Assists in the development and administration of immediate and long-range operational plans for the assigned region or division, including location planning, facility expansions or modifications, and the strategic allocation of staffing and resources.

Serves as a liaison, fostering effective relationships with county departments, community organizations, and governmental agencies to build partnerships, generate support, and encourage participation in library programs.

Leads or supports the research, preparation, management, and reporting of grants and fundings opportunities from public and private sources, including county departments, the State Library, community-based organizations, and other entities.

Assumes the responsibility of the Assistant Director of Public Services, Assistant Director of Education and Engagement, or the Departmental Chief Information Officer during their absence.

Qualifications

Requirements to Qualify:

Option 1: One year of experience at the level of* Los Angeles County class Assistant Library Administrator**, assisting in the administration of library services across a region***.

Option 2: One year of experience at the level of* Los Angeles County class Assistant Library Administrator**, coordinating a department-wide service program or technical services function.

Option 3: Two years of experience at the level of* Los Angeles County class Librarian V****, managing a Group I Level***** public library******.

Option 4: Two years of experience at the level of* Los Angeles County class Librarian V****, directing and coordinating the department-wide specialized reference services.


License: A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.


Physical Class II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

Additional Information

Our Assessment Process: This assessment will consist of a structured oral interview weighed 100%. The oral interview will assess Leadership and Staff Development, Integrity and Professional Accountability, Strategic Planning and Operational Management, Community Engagement, and Oral Communication.

Applicants must receive a passing score of 70% or higher on the assessment to be added to the list.


Eligibility and Vacancy Information: Applicants who passed the assessment are placed on a list in the order of their score group for a period of twelve (12) months.
