The South Carolina Judicial Branch is seeking a skilled and motivated professional to serve as the Learning Management System (LMS) Administrator to join the Court Education Department.

Under general supervision, the LMS Administrator is responsible for administering and managing the online learning management system and distance learning technology used in Court Education.

This position supports educational initiatives for judicial officers, administrative staff, and court personnel.

The LMS Administrator provides technical assistance to end users, troubleshoots access and content issues, coordinates with vendors for maintenance and updates, and supports the development and delivery of online and hybrid learning content.

Essential Duties and Responsibilities of the Position

This job bulletin represents general duties for this position and is not intended to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

  • Serve as the primary point of contact for day-to-day LMS operations, including user account creation, role and permission management, system configuration, and coordination with IT and vendors.
  • Develop, edit, and analyze instructional and online learning materials, including videos, guides, and assessments based on adult learning principles.
  • Generate and analyze reports on system usage, course completion, and learner progress.
  • Set up and support videoconferencing and distance learning technologies (Adobe Connect, Webex, Microsoft Teams, etc.).
  • Collaborate with subject matter experts to design, develop, and update instructional content.
  • Identify evaluation tools and create assessments to measure learner performance.
  • Recommend improvements to course design and delivery, including technology enhancements.
  • Draft and maintain standard operating procedures and best practices for LMS administration.
  • Monitor system performance, conduct routine maintenance, manage updates, and ensure system stability and security.
  • Stay informed on emerging technologies and trends in LMS and eLearning systems.
  • Provide escalated technical support and develop instructional materials for end users.
  • Support the Judicial Branch Education Center’s activities and operations as needed.

Requirements

  • Skilled in teaching, training, and coordinating with managers to develop content.
  • Ability to work effectively both independently and collaboratively.
  • Excellent technical, written, verbal, and analytical skills.
  • Strong judgment, discretion, and ability to work with minimal supervision.
  • Self-motivated with strong initiative and problem-solving skills.

Qualifications

  • Master’s degree in Instructional Design, Computer Science, Adult Education, or a related field.
  • Three (3) or more years of experience with video, web conferencing, eLearning platforms, or multimedia.
  • At least one (1) year of experience working in a legal or judicial environment.
