Job Description

Summary

This job is for a lead purchasing agent in the Defense Logistics Agency, where you'll oversee a team buying supplies and services for the military, handle negotiations and contracts, and ensure everything runs smoothly to meet deadlines.

It's ideal for someone with experience in procurement who likes leading others and working in a structured government environment.

You'll use government cards for purchases and focus on getting the best deals while maintaining high standards.

Key Requirements

  • One year of specialized experience equivalent to GS-07 level in federal, military, or private sector procurement
  • Skills in negotiating price reductions, remedies, and vendor performance monitoring
  • Experience purchasing commercial supplies and services via competitive open market or established contracts

Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position.

To qualify at the GS-08 level, applicants must possess one year of specialized experience equivalent to the GS-07 level or equivalent under other pay systems in the Federal service, military, or private sector.

Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement.

Creditable specialized experience includes: Negotiating for price reductions or other remedies. Monitoring vendor performance through contracts and reviewing of progress reports.

Purchasing commercial supplies and services through competitive open market procedures or through orders against established contracts. Consolidating orders to meet minimum ordering quantities.

Quality Ranking Factor (QRF): In addition to the above qualifications, applicants who possess prior experience working with Department of Navy procurements and procurement systems (i.e., MAT or MRQT - NAVSEA AIM Material Requirements) will receive additional credit within the job assessment.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

  • Monitor, review, and adjust the work of the organizational unit to ensure established goals and objectives are met.
  • Provide and/or coordinate ongoing training to enhance team performance.
  • Prepare reports and maintain records of work accomplishments and administrative information.
  • Perform Pre-Award and Post-Award Acquisition functions for micro purchases and simplified acquisitions using automated Procurement Systems.
  • Review purchase request delivery time, minimum requirements, and proper item descriptions.
  • Perform market research, identify potential vendors, and create solicitation packages.
  • Procure parts, supplies, and services, including those with unique aspects or critical characteristics, using a government purchase card (GPC).
