Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b).

Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments.

Time-in-grade does not apply to new excepted service appointments and must be met by the closing date of this announcement.

You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required.

You will be required to submit a Motor Vehicle Operator's License and Driving Record.

You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.

You may be required to travel overnight away from home up to 1-2 nights per month. You must obtain a government charge card for travel purposes.

You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

All qualifications must be met by the closing date of this announcement-02/25/2026-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience.

For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted.

An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience.

To qualify for this position at the GS-08 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors).

Specialized experience demonstrates the knowledge, skills and abilities to perform the duties of a Lead Public Safety Dispatcher successfully.

Specialized experience must include at least one of the following (a) Serving as a certified operator of the National Criminal Information Network (NCIC) (b) Utilizing a computer aided dispatch( CAD) system or ( c)Serving as an Emergency Medical Dispatcher (EMD) PLUS any of the following: supervising, leading or training others in any of the following: Receiving and prioritizing both emergency and non-emergency calls, Coordinating the appropriate response to incidents; Querying and relaying wants, warrants, driver and vehicle information for law enforcement contacts and investigations; and leading the completion of work assignments.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

The duties of this position include: Serves as the Lead Dispatcher, directly supporting the Supervisory Dispatcher in overseeing the Dispatch Center.

Oversee the daily operations and coordination of the Dispatch Center cooperatively with the supervisor.

Provide dispatch services for public safety, officer safety, and resource protection for all areas of the park with full on-site coordination to the National Criminal Information Center (NCIC), National Law Enforcement Telecommunications System (NLETS), and the Colorado Crime Information Center (CCIC).

Receive calls for service and initiates public safety response for a variety of disciplines including law enforcement, search and rescue, emergency medical services, wildland fire, aviation, and structural fire in accordance with agency policy.

Track employees engaged in hazardous activities such as restricted travel, snowplow operations, or backcountry travel. Serve as an Emergency Medical Dispatch - Quality Assurance (EMD-Q).

Serves as an Evidence Technician for the division.

Assists the supervisor by providing technical and administrative guidance and leadership to all subordinate employees, including permanent and temporary dispatchers.

Provide on-the-job training to subordinate employees.

Physical Demands: The incumbent must function efficiently in a confined space for extended periods with no or few breaks and no opportunity to leave the confines of the Communications Center.

The dispatcher is considered an essential employee" meaning he/she is required to work most holidays, report for duty during adverse weather conditions, and be expected to work for long hours exceeding normally scheduled shifts in case of emergencies.

Position is sedentary with high amounts of stress. Incumbent is subject to shift work, rotating shift work, and uncommon tours of duty.

Work requires use of the voice in vocal communications for periods of hours at a time. Voice must be clear, audible, and tone effective with words plainly spoken and understandable.

Incumbent must be able to hear clearly and discern a variety of audible communications and signals simultaneously.

Incumbent must be able to read critical information from multiple sources, including computer screen, email, and written log quickly and accurately.

The work is of an emergency nature and is emotionally stressful.

Incumbent must possess manual dexterity enough to operate computer terminals/keyboards and related equipment and to maintain written logs in a quick and effective manner.

Work involves occasional lifting of boxes and supplies up to weights of 25 pounds. Work Environment: The work is performed primarily in an office setting.

Radios are continuously monitored, and many frequencies must be monitored simultaneously. Telephones constantly ring and result in frequent periods of excessive and constant noise.

Incumbent must be able to multi-task and concentrate on work projects and keeping track of dispatching calls amidst noise, interruptions and the movements of others.

This creates a hectic and high stress work environment. Area Information: Established on January 29, 1915, Rocky Mountain National Park is a living showcase of the grandeur of the Rocky Mountains.

The park embraces 415 square miles of pristine, uninhabited mountains in north-central Colorado and, as such, is one of the most spectacular, yet easily accessible high mountain areas in North America.

With elevations ranging from 7,800 feet at park headquarters to 14,259 feet at the summit of Longs Peak, the park has glacier-sculptured valleys, rugged gorges, alpine lakes, and vast areas of alpine tundra.

Trail Ridge Road, the highest paved continuous road in the United States, stays above tree line for 11 miles and reaches 12,183 feet in elevation.

Elk, deer, bighorn sheep, moose, coyotes, and smaller animals are found throughout the park, as well as threatened and endangered species, such as the Greenback Cutthroat Trout and Boreal Toad.

Due to the park's easy accessibility to the Front Range communities of Colorado, Rocky experiences over 4 million visitors annually.

This position will be filled on the east side of Rocky Mountain National Park.

The nearest community is Estes Park, CO, which has K-12 schools, a post office, restaurants, medical facilities, and grocery stores.

Denver, CO which has a major airport, cultural events, and several professional sports teams is a two-hour drive away. Government housing may be available on a temporary or permanent basis.
