Full Job Description

This position is located in the Personnel Vetting Operations Division (PVOD), Security Enterprise Services Directorate (SESD), Washington Headquarters Services (WHS).

PVOD performs personnel vetting management and administration functions in direct support of the Office of the Secretary of War, Director of Administration and Management, WHS, and additional clients.

In order to qualify for this position, you must meet the requirements described below.

You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience: Analyzing complex personnel security business processes and recommending specific improvements to leadership; and Serving as a technical expert to other specialists by resolving complex or unprecedented personnel security cases.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

You will receive credit for all qualifying experience, including volunteer experience.

The SESD operates in a fast-paced, high demand environment, providing support to some of the senior-most leadership of the Department of War. Security responsibilities include Industrial Security.

Information Security, Operations Security, Personnel Security, Physical Security, SCI Administration, Mission Assurance, Controlled Unclassified Information, Insider Threat, Classification Review, and Counterintelligence Awareness and Reporting.

Incumbent typical work assignments may include the following: Serves as a senior personnel security specialist and technical expert, advising the chain of command on new developments, business process improvements, and advances in security techniques.

Researches and recommends solutions for streamlining personnel vetting operations and participates on or leads working groups to develop agency-wide security standards, processes, and policies.

Facilitates and provides technical expertise for specialist-level casework, including distributing and balancing the workload among employees in accordance with established priorities.

Reviews complex security cases, recommends denials of clearances when appropriate, and develops the written supporting rationale for those recommendations.

Controls, monitors, and recommends adjustments to the branch's pending security caseloads by analyzing data in automated case management systems like DISS.

Works jointly with the supervisor to monitor and improve branch performance metrics, communicates production issues on priority cases, and ensures the timely accomplishment of all assigned workloads.
