Summary

This job involves leading a team of technicians in the Federal Aviation Administration to inspect, maintain, and certify aircraft parts for safety and airworthiness, ensuring everything meets strict federal rules before planes can fly again.

Full Job Description

This position is in Technical Services Directorate, Quality Control Team.

The incumbent will be responsible for exercising wide latitude in applying independent judgment and make determinations (i.e., airworthiness) that inform senior management's technical direction, policy, and procedural changes that impact safety, regulatory compliance, national security and the working conditions of assigned technicians.

To qualify for this position at the FV-I (FG/GS-13) level you must demonstrate in your application that you possess at least 52 weeks of specialized experience equivalent to FV-H (FG/GS-12) level.

Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

SPECIALIZED EXPERIENCE includes: - Experience with regulatory framework in program operations.

-Experience analyzing and resolving complex and/or sensitive problems related to quality assurance and quality control systems.

-Experience overseeing maintenance activities in accordance with the regulatory framework, established standards, policies, practices and procedures.

-Experience negotiating and leading efforts to achieve the goals and objectives of a certified maintenance program.

Qualifications must be met by the closing date of the announcement. Major Duties:

Serves as a principal technical specialist, a project manager, team leader, or instructor. Performs work of broad scope and complexity.

Provides the highest organizational level of technical support associated with analyzing, designing, developing, installing, repairing, fabricating, maintaining, modifying, or evaluating the most complex systems for which the FAA is responsible.

Ensures the work orders, aircraft logbooks, inspection records, reports, and forms, both printed and digital, used by the repair station and its customers, are properly executed prior to approving an article for return to service.

Provides guidance on policies, procedures, and regulations to less experienced professionals, leads projects to completion, resolves problems, recommends solutions, and communicates these issues to supervisors, managers, contractors, and engineers to ensure complete and legal approval for aircraft return to service.

Provides oversight for the certification of repairs, alterations (major and minor), maintenance, and inspections to ensure only airworthy, safe, and reliable articles are released for return to service.

The incumbent possesses the authority to plan, organize, coordinate, integrate, direct, and review peer technicians' work assignments.

The incumbent provides technical direction and oversight to assigned technician(s) and provides effective recommendations to management on peer employees' work accomplishments, assigned aircraft maintenance training, on-the-job training requirements, and disciplinary matters.

Ensures the work inspected complies with the applicable current, accepted, or approved data, and the regulatory requirements of 14 CFR Parts 43 and 145 and this manual.

Visually inspects completed work.

Verifies that all work was accomplished in accordance with the manufacturer's maintenance manual, the Continuous Airworthiness Maintenance Program (CAMP) and Continuing Airworthiness Surveillance System (CASS).

Is considered a technical expert within the organization for the assigned system or specialty area.

Work directly supports the objectives of the organization and the safe and continual operation of the NAS, FAA aircraft, and/or FAA academic programs.

Provides guidance to other technicians and trainees regarding difficult technical or operational issues.

Interprets and adapts technical manuals, manufacturers' instructions, FAA policies and procedures, and other publications.

Provides information or makes suggestions, as requested by the supervisor, concerning promotions, reassignments, recognition and awards, and personnel needs of technician members; resolves informal complaints, assists management in addressing labor-management relations issues, and suggests ways to improve productivity or increase the quality of work performed by the technician.

May be called as an expert witness for ligation. Independently resolves all but unique technical problems.

Interprets and adapts technical manuals, manufacturers' instructions, FAA policies and procedures, and other publications.

Exercises his/her Airframe & Powerplant (A&P) Certificate in compliance with 14 CFR 65 to accomplish the goals and objectives of AJF.

Must be alert to the hazards of working in proximity of live aircraft.

May be physically required to perform heavy lifting and carrying 45 pounds and over, pulling hand over hand, pushing, reaching above shoulder, walking, standing, crawling, and kneeling for extensive periods of time.

May be required to travel up to 75% of time, work rotating shifts to include nights, days and/or weekends, and work in other components of the organization or geographic locations.

This position will require a moderate risk position security designation. The essential functions of this position require in-person performance.

The employee must always observe the highest health, safety standards and comply with environmental factors within the work area. Performs other duties as assigned.
