The Lead Audiovisual Production Specialist is responsible for independently utilizing multimedia-based tools and information to support and enhance the communications process.
The scope of duties is comprised of Video Production, Photography, Graphics Design, Printing and Team Leading.
Captures, creates, and exploits visual images and sounds that provide timely, accurate, and highly accessible information for communication, assessment, training, and decision-making.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

Individual Occupational Requirements (IOR) Audiovisual Production Series 1071 Education: Undergraduate and Graduate Education: Major study-Photography, radio or television production, motion picture production, or other fields related to the position.

Or, Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis.
Or, Specialized Experience: Experience in the actual type of work for which application is made.

Minimum Qualification Requirement: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Plans, organizes, and directs the work of writers, editors, actors, narrators, musicians, set designers, audio and lighting technicians, camera operators, and other associated technical personnel to produce, select, and arrange the actions, sounds, and visual effects required for the finished production.
Develops appropriate on and off-screen narration to convey information to the desired audience. Maintaining equipment and ensuring video teleconferences are properly set up.
Assists clients with instructional design of media productions, e.g., educational objectives, target audience description, script design, formative evaluation, etc.
Responsible for studio and on-site photography to support the overall mission.
Utilizes photo editing software such as Adobe Photoshop to manipulate digital photos, such as resizing, reshaping, cropping, adding text, and/or enhancing colors and features.

Physical Requirements: You may be required to lift from 10 to 50 pounds of equipment in performance of the job requirements. Assistance may be requested to alleviate injury.
You will perform a variety of physical movements such as standing, lifting, stooping, crouching, kneeling, stretching, and bending for site preparation, set up, videotaping, and directing crew and actors.
You will sit while using the computer; long periods of computer use may produce eyestrain. Standard relief with work breaks, change in positioning, and stress-release exercises are encouraged.

Major Duties:
Include but not limited to: Provide production of videotaped and television programs.
(digital format) Monitoring and mentoring Audiovisual (AV) interns, Work Study students, and volunteers within Videography.
Assists clients with instructional design of media productions, e.g., educational objectives, target audience description, script design, formative evaluation, etc.
Produces live, digital in-house transmissions, or prerecorded videos featuring the Medical Center Director, supervisors, managers, or other subject matter experts to convey local, VISN, or National programs or initiatives for broad dispersant.
Provide guidance on crew assignments, camera shots and the most efficient way to accomplish any given effect. Perform director and technical director duties during T.V. studio operations.
Utilizes DSLR-based video functions and mirrorless professional cameras, prosumer grade video cameras, and non-linear editing computer workstations in both motion and still media recordings.
