THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a LEAD ACCOUNTING TECHNICIAN (TITLE 5), Position Description Number T5150000 and is part of the IL USPFO, National Guard.
AREAS OF CONSIDERATION: The areas of consideration for this position, Title 5 Excepted Service, will be in the following manner and sequence: The FIRST area of consideration for this position will be candidates who match through the Priority Placement Program (PPP).
The SECOND area of consideration will be all excepted permanent, currently Title 5, technicians within the ILNG.
SPECIALIZED EXPERIENCE: GS-09 Level - MUST have at least one year of specialized experience equivalent to at least the next lower grade, GS-08, in the normal line of progression for the occupation, Lead Accounting Technician, in the organization.
Examples of specialized experience would typically include, but are not limited to: leading a team of accounting technicians and providing analysis, validation, processing, and correction of financial transactions; communicating assignments, projects, and problems to be solved; coaching a team in the selection and application of appropriate problem-solving methods and techniques; evaluating data to conduct a wide variety of fiscal reconciliations, reviews, and account adjustments; performing research and investigations to identify, analyze, and recommend suggestions regarding fiscal accounting activity; and examining accounts to resolve difficult reconciliations requiring an analysis of adjustments and corrections in accounts; interpreting and applying a variety of accounting regulations and guidelines; experience planning, organizing, and coordinating work to resolve complex problems that occur.

As a LEAD ACCOUNTING TECHNICIAN (TITLE 5), GS-0525-9, you will: Serve as a Team Leader and communicate assignments, projects, and problems to be solved.
Coach a team in the selection and application of appropriate problem-solving methods and techniques.
Lead a team in identifying, distributing, and balancing workload and tasks to team members in accordance with established workflow, skill level, and/or occupational specialization.
Provide or arrange for training methods and techniques of team building and teamwork to accomplish tasks or projects.
Prepare reports and maintain records of work accomplishments and administrative information.
Perform broad in-depth analysis on multiple management systems and apply this information to resolve complicated precedent type cases.
Perform fact finding, research, and investigations to identify, analyze, and recommend solutions regarding fiscal accounting activity.
Analyze particular facts of fiscal transaction problems/issues, verify, evaluate, and interpret considerable amounts of data.
Apply many different and unrelated processes and methods associated with fiscal transactions to analyze complex and unusual accounting transactions.
Research, interpret, analyze, and apply regulations, policies, procedures, and legal decisions to work and/or resolve complex fiscal issues and problems.
Examine accounts and/or resolve difficult reconciliations requiring an analysis of adjustments and corrections in accounts.
Trace transactions identifying the source of discrepancies, develop corrective actions required to bring accounts into agreement.
Ensure the accuracy of adjusted accounts and recommend actions to prevent recurrence of similar discrepancies involving a multiplicity of interrelated systems.
Compile and verify the accuracy of accounting data to prepare statements and reports, schedules, and comparative analyses of accounting transactions.
Reconstruct inaccurate accounts, gather and organize information for inquiries, and resolve problems referred by managers, employees, and Congressional inquiries.
Coordinate with internal/external financial and program management personnel to resolve issues and/or prevent accounting errors.
Use initiative to guide and inform individuals to provide information, take corrective action, and provide findings, and/or recommendations/solutions to comply with established laws and regulations.
Use fiscal accounting and related interfaced systems to provide input/adjustments to the fiscal accounting database of record. **This is NOT an all-inclusive list of duties.**
