Full Job Description

The Budget and Accounting Division at NASA Shared Services Center (NSSC) is currently seeking a highly qualified candidate to serve as a Lead Accountant.

This position is responsible for overseeing the Working Capital Fund (WCF) activities for NSSC, National Center for Critical Information Processing and Storage (NCCIPS) and Information Technology (IT) Business Services functions using accepted accounting practices and federal regulations.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level: Providing guidance and recommendations on accounting functions and controls to aid policy development and implementation; Leading or serving on special teams or projects to enhance and oversee financial activities for accounting and/or financial systems and controls; Developing reports on contractual status, quarterly and annual reports, and general ledger accounts for essential financial information and priority projects.

  • Serves as Team Lead and provides expert technical advice to accountants in the continuing study, revision, improvement, or adjustment of current, new, or advanced accounting and/or financial systems.
  • Provides authoritative advice and guidance on the processes, methods, and resolution of extremely diverse operations and related accounting and control systems.
  • Utilizes subject matter expertise to plan, develop, and implement accounting systems, policies, and practices to provide management control over the safeguarding of public funds.
  • Reviews and analyzes new legislation and proposed policy changes for impact on current operations.
  • Develops detailed reports on impact of changes, coordinates with senior management to provide input into policy development and ensures consistent and accurate interpretation and/or application.
  • Oversees and implements NSSC procedures, policies, and guidelines related to complete accounting programs, especially related to the Working Capital Fund.
  • Guides, advises, and makes recommendations on assigned cost accounting activities.
  • Ensures funds are efficiently controlled and financial records accurately reflect the status of the financial condition of the NSSC.
  • Prepares statements and reports containing essential financial information, such as financial and contractual status, general ledger accounts system, quarterly and annual reports, and accounts receivable due.
