Location: Olympia, WA - Full-time/Hybrid/Project-Limited (duty station is Olympia, but can be located anywhere statewide)

Salary: $69,744 - $93,804 Annually
Note: This is a Project position with a limited duration appointment; the expected duration is one (1) year from the date of hire.
This position supports the mission of the Department of Children, Youth & Families (DCYF) to work alongside Washington’s vulnerable children, youth, and families to foster safety, stability, and better outcomes by strengthening opportunities, connections, and community by determining the scope and managing oversight over bringing 70+ Child Care Licensing forms into compliance with ADA compliance standards by 2027.

The Opportunity:This full-time project position provides an exciting opportunity of meaningful, forward-looking change. As the incumbent of this position, you'll contribute to a major agency modernization effort to bring licensing division forms and web-page content compliant with Americans Disability Act (ADA) standards, work with a dedicated team committed to improving public service, and help shape the future of licensing operations. Some of what you'll get to do:- Serve as the primary point of contact for Child Care Licensing form requests, revisions and reviews.
- Develop, review, standardize, and maintain agency forms (paper and digital) to support operational and regulatory business needs while complying with agency, the American Disabilities Act (ADA) and related accessibility standards.
- Develop and manage work plans, develop written reports as needed, track progress towards completion and date for revisions, develop formal written findings and recommend actions pertaining to CCL forms improvement.
- Collaborate with executive leadership, area administrators, supervisors, and program managers to understand business operations and needs for project delivery.
- Collaborate community partners and internal staff to streamline forms and reduce duplication or inefficiencies.
- Work closely with WA Compass team, CCL Licensing Division Program Manager, program leadership, records management staff to ensure forms meet statuary and policy requirements to support business processes, data requirements, and record-retention policies.
- Document and provide expert analysis to include the identification of issues that may inform system improvements and assess compliance with state and federal requirements.
- Plan, evaluate, and consult with leadership, executive leadership, and external partners to identify issues, explore solutions and alternatives, and implement changes designed to meet the goals and objectives of the division and agency.
- Partner with the CCL Program Manager around communication needs and activities involved with updating the DCYF Child Care Licensing webpages as assigned.
- Coordinate with CCL Project Manager and advise on the development of improvement plans related to managing forms and website content for the field.
- Provide expert level consultation on business processes, data analytics, and research as it relates to forms and website content.
- Lead the planning, initiation, delivery, and monitoring of all aspects of the project to ensure tasks are delivered timely within the specified scope.
- Lead in the development of recommendations to advance racial equity and social justice, informed by data, research, and community voice.
- Maintain a centralized forms inventory to track version control and approval documentation.
- Report and escalates any areas of risk or project barriers to the CCL Partnerships and Supports Administrator and training Administrator as, and when, needed.
- Write official reports based on findings from reviews, identifying areas needing improvement, and work collaboratively with field staff to develop recommendations to improve practice and systems.
Required Qualifications:- Bachelor's degree in business administration, public administration, law, public health, social science, health administration, or a related field AND five (5) years of demonstrated experience in two or more of the following:
- Conducting research
- Conducting business analysis and developing requirements
- Leading business projects
- Managing business operations
- Business policy development
OR- Nine (9) years of experience in:
- Managing projects and initiatives
- Analyzing policies, laws, rules or regulations
- Analyzing, interpreting, evaluating and organizing data
- Information Technology
AND- The ability to take action to learn and grow.
- The ability to take action to meet the needs of others.
Preferred/Desired Qualifications:
Prior experience speaking before groups; compiling written reports; obtaining the cooperation of other departments and other government agencies.
Prior experience working effectively and collaboratively with internal and external partners. Abilities: Prior experience understanding and working effectively with diverse populations.
Prior experience building and maintaining collaborative working relationships with internal and external community partners.
Prior experience evaluating, compiling, and organizing data into reports to inform policy and practice. Prior experience assessing and understanding program complexities and developing recommendations for improvement to meet outcome goals. Prior experience in the following: leadership skills, public speaking, project management, and planning. Certification or formal training in ADA accessibility or document compliance.Knowledge and Skills:- Experience with forms software, document management systems, or web content management systems.
- Prior experience using business applications (Microsoft Office, FamLink, WA COMPASS, etc.)
- Prior knowledge of state and federal law, agency policies and regulations related to licensing.
- Ability to work with internal and external partners to identify barriers and areas for improvement.
