Full Job Description

The County Surveyor’s Office, under the Tulare County Resource Management Agency – Public Works Branch, is currently recruiting for a Land Surveyor I/II to support field surveying operations for Public Works projects.

The position will primarily support field operations through both fieldwork and related office tasks, including the collection of topographic and boundary data, and assistance with right-of-way and infrastructure projects.

The position may also include the review of survey maps, legal descriptions, and other documents submitted to the County Surveyor’s Office.

This recruitment will establish an employment list to fill current and any future vacancies within the Resource Management Agency. The anticipated life of the employment list is six months.

Level I: $6,286 – $7,661 Monthly

Level II: $7,010 – $8,543 Monthly

Current vacancy is with the Resource Management Agency located in Visalia. The anticipated life of the list is six months.

Requirements

Level I:

• Perform a variety of land surveying functions for County projects relating to land, hydraulics, road, bridge, soil and similar work.
• Act as a survey party chief or assist survey party chief.
• Perform land surveying calculations.

In addition to the above, Level II:

• Perform surveying duties of average difficulty on assigned projects.
• Research, plan and conduct field surveys including boundary, control and topographic mapping.
• Perform construction layout, staking, checks and as-builts.

Qualifications

Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.

• Four (4) years of progressively responsible qualifying experience in civil engineering or geomatics engineering may be considered in lieu of education on a year for year basis.

Experience:

Level II:

• Six (6) years of progressively responsible qualifying experience.

Knowledge of:

• Principles of engineering.
• Engineering terminology and symbols.
• Basic legal requirements pertaining to geomatics engineering areas in a public agency such as Professional Land Surveyor Act, Subdivision Map Act and County Subdivision Ordinances.
• Field survey methods and techniques.
• Use of automated surveying software.
• Property descriptions.
• Public land survey system.
• Measurement errors and adjustment methods, survey accuracy standards.

In addition to the above, Level II:

• Geomatics engineering applications.
• Construction equipment.
• Construction staking methods.
• Safety rules and regulations.
• Research methodology.
• Boundary control and legal principles.
• Legal descriptions.
• Map Projections and coordinate systems.
• Coordinate transformations.
• Mapping standards.
• Safe work practices.

Skill/Ability to:

• Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers.
• Operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment.
• Perform surveying work, read and interpret construction plans and specifications.
• Communicate effectively, both written and verbally.
• Work independently and within a team environment.

In addition to the above, Level II:

• Read, understand and interpret construction plans and specifications.
• Check calculations, plans and maps for accuracy and conformance with standards and regulations.
• Read and interpret plans, maps, deeds, legal descriptions and other records.
• Collect information and organize it into manageable form.
• Review and write legal descriptions.

License or Certificate:

• Possession of, or ability to obtain an appropriate, valid California driver's license.

Level I:

• Ability to obtain or possession of a Surveyor in Training Certificate issued by the California Board of Professional Engineers, Land Surveyors and Geologists.

Level II

• Possession of a Land Surveyor in Training certificate issued by the California Board for Professional Engineers, Land Surveyors, and Geologists.

Additional Information

Conditions of Employment

Candidates selected will be required to pass a pre-employment drug and alcohol screening.

Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions.

This may be a qualifying position for student loan forgiveness through the College Cost Reduction and Access Act (CCRAA).
