Conditions of employment: Travel by regularly scheduled commercial or military conveyance in accordance with Joint Travel regulations may be required in performance of temporary duty.

Incumbent will occasionally be required temporary duty throughout the world including remote locations with limited facilities.

These temporary duty assignments could range from short durations to 30 days, and longer, but are typically less than 30 days.

While every effort will be made to schedule these assignments well in advance of the travel, travel may be required with extremely limited notice.

It is imperative that the incumbent have an unlimited ability to perform such travel.

This position has been designated by the Air Force as a Testing position Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.

Employee must pass initial and periodic short notice drug testing.

Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Miscellaneous Administration and Program Series ,0301.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems.

Examples of specialized experience includes mastery knowledge sufficient to apply analytical and evaluative methods and techniques to the effectiveness and efficiency of program operations and development and/or improvement of exercises and programs in support of personnel/unit readiness for the conduct of major military operations.

Extensive knowledge of exercise and training principles, concepts, directives, practices, analytical methods and techniques, and seasoned consultative skill sufficient to resolve internal problems not susceptible to treatment by standard methods.

Thorough knowledge of SECDEF/CJCS/JS to GCC/FCC interactions, directives, and adjudication processes as well as GCC, functional and service components' requirements to coordinate with Department of State (DOS) and other government agencies for whole of government solutions.

Knowledge and ability to plan, organize, and develop comprehensive studies or projects, and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial resources, and require extensive changes in established concepts and procedures; to interpret and develop policy, regulations, procedures, and system processes.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the comprehensive range of joint operations/doctrine, joint targeting processes as well as the Joint Force Commander's / Joint Force Air Component Commander's (JFC/JFACC) Decision Cycle and battle rhythm.

Knowledge of SECDEF/CJCS/JS to GCC/FCC interactions, directives, and adjudication processes as well as GCC, functional and service component processes to coordinate with Department of State (DOS) and other government agencies for whole of government solutions.

Knowledge of advanced dissemination principles, concepts, and methods to disburse the most complex information/situations attained from multiple sources.

Knowledge of security practices for ensuring the safeguarding of classified information; safety and security regulations, practices, and procedures to plan, organize, and direct the functions and staff of a small to medium sized organization.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

The primary purpose of this position is: To oversees all facets of joint operations while serving as a Commander, Air Combat Command's (COMACC) Operations Officer, and Joint Staff Operations in all Headquarter Air Force level Air Component Training Exercises (ACTE) with geographic/functional combatant command (GCC/FCC), joint, coalition and/or allied headquarters exercises to train C-MAJCOM/C-NAF Headquarters in their Air Component readiness requirements.

Serves as a joint and USAF expert on techniques, tactics, joint procedures/operations, and command and control (C2) interfacing with external organizations' senior most leaders in understanding, analysis, and solutions to complex Joint All- Domain C2 (JADC2) issues.

Directs the execution of all operations in support of select Geographic Combatant Command (GCC), joint, coalition and/or allied exercises as well as the BLUE FLAG Exercise Program.

Manages the execution of the GCC Morning Update Brief (MUB), Joint Targeting Working Group (JTWG), and Joint Targeting Coordination Board (JTCB).

Represents 505 CTS/DOX with a variety of installation and functional area organizations.

Plans, directs, coordinates, reviews, and evaluates plans and operations of 20 or more annual service level and DoD/JCS level exercises and events supporting GCC and Air Component training.
