Summary

This job involves planning and coordinating military operations related to the electromagnetic spectrum, such as electronic warfare and spectrum management, to support joint military efforts in the Indo-Pacific region.

  • Skills in integrating JEMSO into joint exercises, field tests, modeling, simulations, and war games
  • Experience serving as a staff coordinator for engagements, working groups, and cross-functional planning teams
  • Knowledge of budgetary oversight and management for JEMSO activities

Full Job Description

You will serve as a JOINT ELECTROMAGNETIC SPECTRUM OPERATIONS PLANNER in the Information Operations Division (J39), Operations Directorate (J3), United States IndoPacific Command (USINDOPACOM).

A Cost-of-Living-Allowance (COLA) of 8.64% will be added to the stated salary.

GS13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) Managing strategic and operational level integration and implementation of one or more of the following fields and their associated authorities and resources: Joint Electromagnetic Spectrum Operations (JEMSO), electronic warfare, cyber-electromagnetic activities, spectrum management, cyberspace operations, space operations, electromagnetic maneuver warfare, or electromagnetic spectrum superiority and relevant authorities, including management of specific resources assigned to those capabilities; 2) Providing processes, data management and analysis functions to synchronize Electromagnetic Spectrum (EMS)-related capabilities and activities; 3) Planning and coordinating operations and managing activities within the electromagnetic operational environment (EMOE).

GS12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

1) Assisting in the management of strategic and operational level integration and implementation of one or more of the following fields and their associated authorities and resources: Joint Electromagnetic Spectrum Operations (JEMSO), electronic warfare, cyber-electromagnetic activities, spectrum management, cyberspace operations, space operations, electromagnetic maneuver warfare, or electromagnetic spectrum superiority; 2) Aiding in providing processes, data management and analysis functions to synchronize Electromagnetic Spectrum (EMS)-related capabilities and activities; 3) Planning and coordinating operations and managing activities within the electromagnetic operational environment (EMOE) with some supervision.

  • You will coordinate with the Office of the Under Secretary of Defense, the Joint Staff relevant Intelligence Agencies, Military Service HQs, and Combatant Command components and sub-unified commands for the formulation of clear polices and guidance
  • You will provide processes, data management and analysis functions related to electronic warfare, frequency management, space, and cyberspace operations
  • You will integrate JEMSO in joint exercises, field tests, modeling, simulation, and tabletop war games
  • You will serve as staff coordinator for engagements with Allies and partners, Working Groups, and a cross-functional planning and coordination chaired by J39 and with membership from all key divisions, special staff, and component representatives
  • You will provide budgetary oversight and management of related JEMSO activities
