Travis County Health and Human Services is a dynamic governmental agency that proudly serves the Austin/ Travis County community by helping people become self-sufficient and productive members of society.The Work-Based Learning/Summer Youth Employment Program serves as a springboard for first-time job seekers aged 14 to 22, including those facing barriers to self-sufficiency, by providing community-based workforce development training and fostering employee engagement.

The program proactively addresses the vicious cycles of poverty through partnerships with local schools, city and county government agencies, and entities in both the public and private sectors.

Each year, it delivers career awareness and readiness programming to hundreds of middle and high school students.The preferred candidate must be responsible, flexible, hard-working, ethical, trustworthy, sincere, and willing to hold youth accountable for their choices.

Distinguishing Characteristics:

This is the first in a series of two social services-related job classifications within the Social Services job family.

This classification is responsible for performing basic paraprofessional social services support services assisting clients and other social services staff.

This classification is distinguished from the Social Services Assistant class which performs a greater variety and complexity of tasks which require additional program knowledge and greater variety in prescribed procedures.

This classification may require a flexible work schedule in order to meet the needs of the department.

Requirements

  • Maintain and manage a caseload of youth participants, ensuring individualized support and guidance throughout their participation in the SYEP.
  • Provides paraprofessional social services support, assisting SYEP/Work-Based Learning participants and staff, ensuring participants' needs are met and supporting their professional growth.
  • Serve as a mentor and role model, offering guidance on work readiness, professional behavior, and personal development to help youth participants navigate their placements and grow professionally.
  • Organize and co-facilitate workshops and training sessions aimed at enhancing job skills, life skills, and professional etiquette.
  • Conduct regular visits to host sites to monitor youth progress and work environment safety and provide immediate support as needed.
  • Build and maintain positive relationships with host site supervisors to facilitate effective communication and resolve any issues that arise.
  • Courteously greet and assist the public, providing general information about the SYEP, and referring individuals to appropriate resources.
  • Engage with community organizations and stakeholders to promote the program and identify host sites and opportunities.
  • Leverage technology to enhance program efficiency and participant engagement, including the use of digital platforms for communication, scheduling, and tracking participant progress.
  • Organize case files, documents, and resources for efficient access and use by SYEP staff.
  • Performs general office clerical duties, including making copies, managing supplies, coordinating pick-ups and deliveries, and maintaining timekeeping systems.
  • Maintain all files in compliance with HIPAA regulations, perform data entry, and handle correspondence, reports, and other documents.
  • Reviews, validates, codes, and processes a variety of documents, ensuring accuracy and compliance with departmental and regulatory standards.
  • Assists clientele in completing forms, maintains statistical data, and adheres to privacy and data protection standards.
    Perform any other duties as assigned, ready to adapt to the evolving needs of the SYEP and its participants.

Qualifications

Education and Experience:
High School diploma or G.E.D. AND one (1) year experience in social services;

OR,

Any combination of education and experience that has been achieved and is equivalent to the stated education and experience and required knowledge, skills, and abilities sufficient to successfully perform the duties and responsibilities of this job.

Licenses, Registrations, Certifications, or Special Requirements:
Valid Texas Driver's License.
Two years of experience in either working with youth or in case management.
Must have a valid driver's license.
Must have reliable transportation.
Must be available to work full-time from May 27, 2026 - August 3, 2026.

Knowledge, Skills, and Abilities:

Knowledge of:
  • Policies, practices, procedures and terminology of assigned function.
  • Local social services, organizations and programs and the resources available.
  • Modern office/clerical practices, procedures and methods.
  • File management and techniques.
  • Principles and procedures of record keeping.
  • Federal, State and Local program laws and requirements.
  • Computer equipment to include word processing, spreadsheets, databases and a variety of software packages.
Skill in:
  • Operating a variety of modern office equipment, including a computer.
  • Both verbal and written communication.
Ability to:
  • Work effectively and courteously under high-pressure circumstances.
  • Establish and maintain effective working relationships with departmental clientele, representatives of outside agencies, other County employees and officials, and the general public.

Additional Information

Physical requirements include the ability to lift/carry up to 25 pounds occasionally, visual acuity, speech and hearing, hand and eye coordination and manual dexterity necessary to operate a computer and office equipment. Subject to standing, sitting, walking, driving, climbing stairs, bending, stooping, crouching, kneeling, pushing, pulling, reaching, twisting, balancing, repetitive motion, driving, client/customer contact, and squatting to perform the essential functions.

Travis County employees play an important role in business continuity. As such, employees can be assigned to business continuity efforts outside of normal job functions.
