THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION This National Guard position is for an IT SPEC (NETWORK), Position Description Number T5905300 and is part of the 283rd Combat Communications Squadron, Dobbins AFB, Georgia.
This is a full-time, Excepted Term, position which does not require Georgia Air National Guard Membership. Area of Consideration: All United States Citizens.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job.
Specialized experience is defined as: experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization; experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls; experience that required adaptations of guidelines or precedents to meet the needs of the assignment; experience preparing documentation on cost/benefit studies where it involved summarizing the material and organizing it in a logical fashion.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M.
in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Organizational Development, Human Resource Management or Business Administration (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
To compute the percentage of the requirements, divide your total months of experience by 12.
Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Part-time hours are prorated. Major Duties:
As an IT SPEC (NETWORK), GS-2210-11, you will: Design and engineer data and voice networks carried over various transmission systems such as cable systems, fiber optic as well as copper.
Engineer and design router-to-router connections utilizing military and commercial protocols, circuit configurations through military and commercial multiplexers.
Develop plans for employment of communications systems to support in-garrison and deployed operations.
Plan and design Wide Area Networks (WANs) consisting of Commercial Off the Shelf (COTS) and Military Specification (MILSPEC) components to operate IAW accepted Information Technology (IT) security policies using automated network planning tools.
Utilize a broad knowledge of IT concepts, principles, methods and practices to (a) provide network services that support a requesting agency's requirements; (b) relate agency requirements to existing technology, policies, priorities, systems capabilities, technology and services, operating practices and procedures, terms/conditions of systems and service contracts, equipment and staffing requirements, costs and funding, and other supporting services required; and (c) identify, direct, and coordinate the actions required to provide needed services.
Coordinate frequency assignments with local Spectrum Managers. Determine requirements and request resources from different agencies to support contingency and/or training networks.
Coordinate with using agencies on Internet Protocol (IP) addressing, area codes, and telephone numbering.
Contact, as required, Defense Information Systems Agency (DISA), Major Commands (MAJCOMs), or other agencies to coordinate operations.
Create and disseminate Virtual Private Network Requests and other formal requests. Identify and correct network and transmission deficiencies in planned or currently operational networks.
Provide guidance and direction pertaining to AOC communications equipment/systems and the operating characteristics of communications equipment, services, and systems.
Determine operational, technical and support requirements for the location, installation, operation and maintenance of network equipment and systems.
Coordinate and conduct operational tests and evaluations of designed networks to optimize capabilities.
Review and analyze data, make technical judgments, and prepare decisions and recommendations concerning the quality, acceptability, and/or need for changes/improvements.
Represent the organization in conferences or with committees to establish standard methods and operating procedures to accommodate mission requirements.
Develop short and long range planning procedures to meet mission requirements. Develop procedures to ensure optimal use of MILSPEC and COTS equipment and reporting procedures.
Interpret and apply joint standards when designing data, voice, and transmission networks and/or systems to meet mission objectives. Provide operating capabilities to accomplish mission requirements.
Create or adapt guides and controls for network, system, or total communications programs in support of daily operations, training exercises, and deployments.
Develop training programs involving the standardization, control, and/or guidance of communications programs. Plan, develop and administer operations.
Perform duties associated with mobilization readiness of section personnel and equipment. Serve as the central focal point for all Time Compliance Network Orders (TCNO) system vulnerability alerts.
Ensure, local functional system administrators (FSA's), Client Support Administrators (CSA's) and users, comply with security procedures, and identified vulnerabilities are corrected.
Report compliance status to higher headquarters within mandated time frames. Perform other duties as assigned.
