Full Job Description

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare.

As a IT Specialist (PLCYPLN), GS-2210-14, you will serve as a strategic catalyst between the business and technical development teams for a real-time claims processing system for Original Medicare (OM) claims.

Problem Solving - identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

AND In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: 1.

Conducting product management and program or administrative analyses to identify healthcare program operational challenges. 2.

Creating effective solutions for challenges within a contemporary, agile, IT framework. 3.

Using detailed understanding of system workflows and agile systems integration to analyze healthcare claims processing systems. AND 4.

Preparing briefs, issue papers, talking points, correspondence, or other written materials for leadership.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

  • Apply expert-level business and systems analysis techniques to evaluate, validate, and refine business requirements, ensuring clarity, effectiveness, and alignment.
  • Analyze, assess, and support healthcare claims processing systems by leveraging in-depth knowledge of system workflows, core components, enabling technologies, and the regulatory environment governing claims operations.
  • Conduct product management and program/administrative analyses to identify, evaluate, and address complex program challenges, develop alternative proposals, and recommend viable, data-driven solutions within a modern, agile IT environment.
  • Support Agile software development efforts by participating in change management activities, business process design, and backlog management, and by applying knowledge of data exchange and system integration concepts such as APIs and ETL processes.
  • Contribute to IT software development initiatives by applying hands-on technical expertise in programming languages, software engineering principles, solution and architecture design, system integration patterns, and end-to-end system implementation.
