To serve as Knowledge Management Engineer for NORAD/NORTHCOM to standardize/harmonize implementation of knowledge management; providing the vision and direction for the COCOM headquarters and subordinate organizations in four mission critical areas: decision superiority, information dominance, enhanced mission and organizational performance, and agile learning.

CONTINUATION OF CONDITIONS OF EMPLOYMENT: Employee may be required to work and/or be "on call" after normal duty hours, which may include evenings, weekends or holidays.

IA Workforce System Architect and Engineer (IASAE) Level II Certification is a condition of employment.

These positions are responsible for the design, development, implementation and/or integration of a DoD IA architecture, system, or system component for use within the Network Environment.

Per DoD 8570.01-M, the incumbent of this position must achieve the Certified Information Systems Security Professional (CISSP) certification within six months of assignment of these duties.

A waiver of this six month requirement may be granted per DoD 8570.01-M, C10.2.3.2.3 or C10. 2.3.2.4.

Failure to receive or maintain the proper IA certification may result in removal from this position. IASAE specialty personnel must be fully trained and certified prior to deployment.

Provides technical expertise, technical development and guidance to Knowledge Management representatives and Site Owners in the design, operation, and maintenance.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible.

One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of a wide range of IT principles and systems analysis concepts and techniques, new and emerging information technologies, and security methods and principles.

Knowledge of customers' business processes and operations to anticipate and refine functional requirements.

Knowledge of concepts and principles of sequencing actions, procurement techniques and requirements, and coordination requirements involved in project controls.

Knowledge of design tools, methods, and techniques as well as life cycle management concepts, cost benefit analysis, system architecture, integration techniques, and testing methods.

Knowledge of customary approaches, techniques, and requirements appropriate to analyze requirements, develop acquisition strategies, and implement systems enhancements.

Ability to maintain an up-to-date awareness of technological advances, to apply internet technologies to analyze networks and the related security aspects, and predict how management can meet future requirements.

Ability to communicate effectively, both orally and in writing.

Practical and Professional knowledge of a wide range of all the Services military and commercial technical Command, Control, Communications, and Computer methods, principles, and practices to include all DOD365-J applications.

Knowledge of knowledge management capabilities and employment to translate strategies into practical information technology solutions and develop knowledge sharing software applications that integrates agile operational data and information management capability.

Skill in software programming languages such as jQuery, JavaScript, and HTML to determine output formats, design applications, and software applications to be used to support information dominance.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Serve as the NORAD and USNORTHCOM DOD365-J Technical Advisor.

Plans, organizes, and directs activities to leverage information technology in accomplishing the missions of NORAD and USNORTHCOM, while ensuring security, interoperability, and knowledge sharing with all mission partners.
