Full Job Description

You will serve as a IT PROGRAM MANAGER (PLCYPLN) in the DEPARTMENT HEAD ES (01D00) of NIWC ATLANTIC.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or NO-04 pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following; .leading Project Management for program/system development and technology research, ensuring alignment with cost, schedule, and performance goals AND Significant experience in engineering project management and strong strategic, analytical, and communication skills.

In Addition: I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1.

Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: PASTE PROFICIENCY LEVELS HERE.

Leading the development, implementation, and enforcement of IT policies, standards, and procedures. 2.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

IT-related experience demonstrating this competency include: Providing technical expertise to leadership personnel. 3.

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

IT-related experience demonstrating this competency include: collaborating with internal and external stakeholders to ensure seamless integration and interoperability of C4I systems and supporting IT infrastructure.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

  • You will be an Integrated Product Team (IPT) Lead/Senior IT Project Manager (PM) in the NIWC Atlantic IPT/Competency Aligned Organization (CAO).
  • You will manage the engineering and computer science methods and techniques in assessing the feasibility of new concepts for project/program requirements.
  • You will manage the formulation of definition, organization and direction of a major project(s)/program(s) extensive in scope; leveraging theoretical foundations of computer science to resolve a variety of technological problems.
  • You will manage high-ranking stakeholder requirements from external agencies which may include highly unstructured settings to justify, defend, negotiate, or settle matters involving significant or controversial issues.
  • You will represent the command within high level committees and groups with the responsibility and authority to defend the activity's position, influence resource allocation, and effect major changes to project(s)/program(s) goals.
  • You will plan, monitor, control, and report on project activities through the development of Project Management Plans, System Engineering Plans, schedules, Risk Management Plans, Resource Management plans, and Project procurement strategies.
  • You will accountable for meeting the cost, schedule, and performance expectations of assigned projects with regards to planning, direction, and success of program/systems development and research or technology.
  • You will be an Integrated Product Team (IPT) Lead at Naval Information Warfare Center Atlantic.
  • You will identify/analyze problems; weighing relevance and accuracy of information; generating and evaluating alternative perspectives/solutions; making timely/effective recommendations, based on potential implications of findings or conclusions.
  • You will lead a multi-disciplined, geographically dispersed team in a highly dynamic environment, collaborating internally and with external stakeholders following SAFe Agile methodologies using DEVSECOPs tools and processes.
  • You will articulate and defend facts and technical findings, verbally and in writing, and in negotiating with individuals and groups internally and externally. You will be influencing senior decision makers on complex issues and recommended actions.
