This job is for an IT Program Manager at the US Postal Service's Office of Inspector General, where you'll plan and run major IT projects that support the agency's operations across the board.

Applicants must have 6 years of specialized experience in IT program management principles, Agile, SDLC, and risk management.
Applicants must have experience in business process analysis, requirements development, test plan writing, and cross-functional coordination.
Applicants must be able to manage shifting priorities in a fast-moving environment. Applicants must have exceptional communication, judgment, and organizational skills.
DESIRABLE QUALIFICATIONS Bachelor's Degree from an accredited college or university. Experience working within a federal law enforcement or Office of Inspector General environment.
Demonstrated skill in business process mapping. Adept at reporting and data analysis. EVALUATION FACTORS You must have the experience, knowledge and skills as listed in EACH of the evaluation factors.

ITPM Mastery: Experience planning and implementing complex IT systems involving multiple stakeholders using industry-standard principles.
Methodology Application: Proficiency in applying Agile and SDLC methodologies to manage the project lifecycle.

Identify, mitigate, and monitor both technical and security risks while proactively escalating roadblocks.

This position is being advertised at the Specialist Band level, equivalent to a GS-14. The salary range for this position is $143,913.00 - $187,093.00. The salary figures include locality pay.

As an IT Program Manager (IT Specialist), you will work independently within a nimble, fast-moving environment to ensure the delivery of high-quality productivity tools and strategic data insights.
Your major duties will include: Project Lifecycle Management: Overseeing projects from inception through development, deployment, and closeout, including post-deployment health checks and sustainment planning.
Business Analysis: Conducting deep business process analysis to understand objectives and leveraging knowledge of the current technical stack to propose solutions that meet actual needs.
Stakeholder Liaison: Serving as the primary liaison between technical teams, internal business customers, leadership, and vendors. Providing executive updates, escalations, and demos.
Portfolio Management: Managing shifting portfolios that include tracking multiple short-term projects simultaneously or overseeing highly complex large-scale projects.
Risk & Quality Control: Identifying and mitigating technical and security risks, managing "scope creep," and ensuring product quality through User Acceptance Testing (UAT).
Documenting the business meaning of data points.
Requirement Prioritization: De-conflicting and prioritizing competing technical requirements from multiple stakeholders to balance modernization with ongoing sustainment.
