Full Job Description

The vacancy for this announcement is for an IT Cybersecurity Specialist (INFOSEC), GS-2210-14 located within the Assistant Commandant for Intelligence, USCG Headquarters, Washington, DC.

The incumbent serves as an Intelligence IT systems policy subject matter expert within the Office of Information, Surveillance, and Reconnaissance (ISR) Systems and Technology.

Basic Qualifications for IT Specialist (INFOSEC) position(s): You must possess IT-related experience demonstrating each of the four competencies listed below.

In addition to the four competencies above, you must meet the following: Specialized experience at the GS-14 level you must meet the following qualifications: Directing and managing the Risk Management Framework (RMF) lifecycle for multiple systems, including system categorization, security control selection and implementation, assessment coordination, and ongoing continuous monitoring activities.

Leading cybersecurity personnel and cross-functional teams, setting priorities, reviewing technical work, and ensuring alignment with organizational cybersecurity objectives and mission requirements.

Engaging with internal and external stakeholders, including program offices, system engineers, contracting teams, and oversight organizations, to support Authorizing Officials (AOs) and senior leadership decision-making.

Serving as a senior cybersecurity advisor to system owners, engineers, and leadership, providing authoritative guidance on risk posture, security architecture, system design, and operational impacts to mission effectiveness.

NOTE: Education cannot be substituted for experience at this grade level.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Major Duties:

You will serve as a/an IT Cybersecurity Specialist (INFOSEC) and be responsible for overseeing the effective management, planning, development, initiation, evaluation and certification of critical Intelligence systems and independently manages cybersecurity initiatives to safeguard Coast Guard Intelligence operations..

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team.

Typical work assignments include: Directing the cybersecurity posture for all assigned information technology, including the U.S.

Coast Guard's TS/SCI networks by leading the Coast Guard Intelligence Program (CGIP) assessment efforts and oversee Risk Management Framework (RMF) implementation to ensure strict compliance with ODNI and DoD security standards.

Creating and distributing tailored protocols for ad hoc Information Systems (IS), ensuring all security guidance integrates seamlessly with the Coast Guard's specialized operational needs.

Collaborating with the CG-26 Chief Information Security Officer (CISO) and Enterprise Information Systems Security Manager (E-ISSM) to develop and execute policies that meet all legal and regulatory mandates.

Additionally, manages a comprehensive inventory of critical information systems (IS), ensuring full documentation in accordance with federal law..

Conducting in-depth research to deliver expert analysis and strategic reports on personnel manning, operational support, and security oversight. Synchronizes efforts across the U.S.

Coast Guard and the National Intelligence Community to author high-impact articles and specialized working documents.

Providing expert technical advisory services to Coast Guard senior leadership on Information Security (IS) certification, sustainment, and TCA matters.

Represents the CG-26 office in high-level agency working groups and serves as a key liaison on various committees to ensure cybersecurity alignment.
