Job Description

Summary

This job involves managing and fixing computer networks and communication systems for Riverside County's IT department, including setting up servers, storage, and network equipment while ensuring security and providing support to users.

It's a hands-on role that requires traveling across the county and may include evening or weekend work.

A good fit would be someone with recent experience in large-scale IT environments who is good at communicating, solving technical problems, and working with teams under pressure.

Key Requirements

  • Proven expertise in specifying, configuring, and troubleshooting physical and virtual servers, storage area networks, backup systems, and local/wide area network equipment

The County of Riverside seeks candidates to fill positions throughout Riverside County. A list of eligible candidates will be established to fill current and future vacancies. This recruitment will remain open until vacancies are filled.

The Riverside County Information Technology Department (RCIT) is seeking an IT Communications Analyst I.

The selected candidate will have proven expertise and knowledge specifying, configuring and troubleshooting physical and virtual servers, storage area networks, backup and recovery systems, local and wide area network equipment.

Additional responsibilities include ensuring adherence to technology and security standards and providing training and technical support to users.

The RCIT Department seeks candidates who understand how to successfully navigate and deliver results for customers with competing agendas, processes and/or priorities; understand team dynamics and possess strong communication and organizational skills.

Competitive candidates will have experience working in a large enterprise IT environment within the last three years troubleshooting system failures, performance deficiencies and circuit and wiring issues. Including installing, configuring and maintaining network hubs, switches and routers.

This position will travel throughout Riverside County, including the Coachella Valley and Blythe. The Coachella Valley is approximately 1.5 hours from downtown Riverside and Blythe 3.5 hours from downtown Riverside. Based on department needs, this position may include working evenings and/or weekends.

About Riverside County Information Technology
RCIT is a full-service provider of IT services including communications, development, security, infrastructure, desktop support, helpdesk, and datacenter services. Comprehensive systems support is also offered for email and messaging, smart phones, tablets, expert technical support, and production and test environments.

Requirements


• Design, analyze, and define communication requirements and network infrastructure based on evaluation of work processes, customer requirements, available and emerging technology, and cost/benefit analysis.

• Monitor, coordinate, and control network and remote access; monitor network components, on-line applications, and network connectivity; track and analyze problems and resolutions.

• Develop and maintain communication system security and firewall requirements based on County standards and department needs.

• Make recommendations for infrastructure enhancements to gain efficiency and technological advantage; consult with users in planning for future needs and maintaining awareness of best practices and emerging technology.

• Measure network resource availability, performance, and capacity on a scheduled basis.

• Develop strategic plans for operation and growth of the telecommunication system.

• Troubleshoot system failures, performance deficiencies, and circuit and wiring issues.

• Install, configure, and maintain network hubs, switches, and routers.

• Research, evaluate, test, and recommend products, product versions and services to meet future business needs; research and prepare input to technology marketing strategy and rate development.

• Coordinate communication interfaces with federal, state, and local agencies and vendors.

• Establish technical hardware and software standards based on analysis of system performance, integration needs, current and emerging technology, and cost and benefit analysis.

Qualifications

OPTION I
Education
Associate of Arts Degree, from an accredited college or university, preferably with course work in computer science, computer information systems, data processing or information management.

Experience
One year of IT job-related experience, preferably with the County of Riverside.

Preferred IT-Related Skills
In-depth problem, traffic and performance analysis; evaluating customer needs to define technology solutions; design and network topology analysis; principles, practices, methods, and techniques of communications technology; analysis and design of network systems; strategic planning processes; analysis of networked, multi-platform environments; use of systems level management tools in resolving high-level technical problems.

Knowledge Of
The principles, methods, and techniques used in the course of work for the IT Communications Analyst series; principles and techniques applied to IT devices, applications and systems; principles of organization and administration; the principles of documentation and recordkeeping, storage and retrieval is preferred.

Ability To
Gather and analyze data, reason logically, draw valid conclusions, and make appropriate recommendations; resolve technical problems and innovate more efficient use of IT resources; perform systems analysis work and problem solving; interpret and follow written and oral instructions; prepare concise reports and documents; establish and maintain effective working relationships with staff, customers, other employees, and the public; communicate effectively with people at all organizational levels.
