Our Information Services Division (ISD) is recruiting for a Journey IT Business Analyst to lead our Business Enterprise Technology Solutions (BETS) Support Team!

Requirements

As a Business Analyst, you serve as a key link between business needs and technology solutions, supporting both project delivery and ongoing system operations in a collaborative and developing environment.

In this role, you will partner with stakeholders, product owners, developers, and external partners to analyze needs, define requirements, and support the delivery of effective solutions across a mix of vendor and in-house systems.

You will translate business needs into clear requirements, business rules, and functional designs, helping reduce risk, control costs, and improve delivery timelines.

This position plays an active role across the full system lifecycle—from initial request through implementation and maintenance—ensuring solutions meet customer expectations and align with organizational goals.

Some of what you will do:
  • Lead business analysis efforts across the system lifecycle, including requirements gathering, analysis, documentation, implementation, and support.
  • Translate business needs into clear, actionable requirements, functional specifications, and business rules.
  • Analyze business processes and system impacts to identify risks, improvements, and opportunities for efficiency.
  • Collaborate with stakeholders, developers, testers, and partners to align on priorities, scope, and solutions.
  • Apply a variety of techniques (e.g., interviews, workshops, user stories) to gather and clarify business and system requirements.
  • Manage requirements lifecycle activities, including traceability, prioritization, and change management.
  • Support solution design and performance by working with technical teams and helping define success measures.

Qualifications

What you will bring:

  • Five (5) years of experience in business analysis including consulting, analyzing, and designing business processes and applications.
Experience must include the following:
  • Experience implementing and supporting an Enterprise COTS solution.
  • Familiarity with a broad base of technologies and tools in support of the business. This includes delivery methodologies, modeling techniques, and documentation including use cases, user stories, and others.
  • The ability to:
    • Understand and follow agency values of respect, trust, diversity, equity, and inclusion through behaviors, and decisions.
    • Promote and support a respectful, equitable, and inclusive workplace for all employees.
    • Promote and support respectful, equitable, and inclusive delivery of services to customers.

Experience may be obtained concurrently.
Certification and formal education may be substituted for one year of experience.

What may set you apart:
  • Knowledge of best practice business analysis methodology based on the International Institute of business analysis, business analysis body of knowledge (BABOK Guide and Standards).
  • Certification of Competency in Business Analysis (CCBA) or Certified Business Analysis Professional (CBAP).
  • Bachelor's or Master's degree of any subject, but preference will be for those related to Information Technology.
  • Agile, Dev Ops, or ITIL training.
  • Certification as a Lean consultant (Yellow or Green Belt).
