Job Description

Summary

This job involves investigating claims of fraud in public assistance programs, gathering evidence, interviewing people, and preparing cases for court or disqualification to protect public funds.

It also includes training county staff on preventing fraud.

A good fit would be someone with investigative experience in law enforcement or similar fields who is detail-oriented, good at communicating, and committed to fair benefit distribution.

Key Requirements

  • Bachelor's degree in criminal justice, law enforcement, business/public administration, sociology, psychology, or related field plus one year of investigation, law enforcement, or military investigator experience; OR Associate's degree in related field plus three years experience; OR five years of such experience without degree
  • Current regular or probationary employee of Hennepin County Human Services and Public Health department (limited duration employees ineligible)
  • Valid driver's license and ability to obtain Hennepin County driver's permit
  • Reside in or relocate to Minnesota or Wisconsin
  • Knowledge of criminal justice system, civil litigation, and investigative techniques
  • Experience conducting professional interviews with witnesses and working with diverse communities
  • Ability to compile/analyze evidence, prepare reports, testify in court, and work independently or in teams

Full Job Description

The Fraud Prevention and Program Integrity division of Health and Human Services is seeking an Investigator to investigate allegations related to public assistance fraud and pursue disqualification or submit for criminal charges as applicable.

This position is also responsible for providing fraud prevention training for county staff.

Our mission is to work with partners to detect and prevent fraud to safeguard public funds and ensure that eligible residents receive benefits to which they are entitled.Location and hours:This position is hybrid and will be performed both on-site at the Hennepin County Government Center at 300 South Sixth Street, Minneapolis, MN 55487, and remote as job duties require.

Work hours will be Monday through Friday, with typical hours between 8 a.m. and 5 p.m.

While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.About the position type:This is a full-time, benefit earning position.

You must be a current regular or probationary employee of Human Services and Public Health department to be eligible for this position. Note: Limited duration employees are not eligible.

In this position, you will:
  • Review and evaluate referrals to determine whether sufficient evidence exists to pursue disqualification or a criminal case.
  • Gather, preserve, and analyze facts and evidence using open source data points.
  • Plan and conduct interviews of witnesses and others to obtain related information and evidence.
  • Collect, protect, and preserve physical evidence to ensure the admissibility of evidence in court proceedings.
  • Prepare investigative reports for attorneys in preparation for litigation.
  • Testify as required in administrative or district court hearings.

Need to have:
  • One of the following:
    • Bachelor's degree or higher in criminal justice, law enforcement, business/public administration, sociology, psychology, or a closely related field and one year or more of investigation, law enforcement, or military investigator experience.
    • Associate's degree in one of the above fields and three or more years of investigation, law enforcement, or military investigator experience.
    • Five or more years of investigation, law enforcement, or military investigator experience.
  • A valid driver's license and the ability to obtain a Hennepin County driver's permit.

    • The criminal justice system or civil litigation and investigative techniques.
    • The rules of evidence in court procedures.
  • Experience:
    • Working with diverse communities.
    • Conducting interviews with witnesses in a professional and investigative manner.
  • Ability to:
    • Compile and analyze facts and evidence and make sound recommendations.
    • Prepare clear, concise, and comprehensive reports.
    • Communicate clearly and analyze investigative results.
    • Conduct interviews with witnesses in a professional and investigative manner.
    • Work independently and in cooperation with defense attorneys.
    • Plan and organize investigations.
    • Maintain evidence acquired during investigations to meet case requirements.
