THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a INTERNATIONAL PARTNERSHIP SPECIALIST, Position Description Number D0981P01 and is part of the PA Joint Staff, National Guard.

1 or more Position(s) may be hired against this Announcement. APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard.

AREA OF CONSIDERATION: Non-Bargaining Position AOC 1: NG Employees at PA ANG HQ AOC 2: NG employees in the 193 Special Operations Wing (This includes 193rd SOW, 193rd RSG, 193rd AOG, 211th EIS, 271st CCS, 201st RHS, 112th ACS, 203rd Weather Flight, 193rd SOW Det 1, 148th ASOS) AOC 3: NG Employees of the Pennsylvania National Guard AOC 4: All service members of the Pennsylvania National Guard (This includes Traditional Airmen, Temporary Technicians and AGR Personnel) Military Grades: ENLISTED E6-E7 Supervisor for this position is MAJ Stewart *NOTE: Accessioning into this position is contingent upon verification of Secret Security Clearance GENERAL EXPERIENCE: Experience, education, or training which provided a general knowledge of principles of organization, management, and administration.

Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions.

Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations.

Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures.

Experience preparing written communications and oral presentations. Experience in managing the function of the work to be performed.

Experience which includes leading, directing and assigning work of personnel. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying.

Major Duties:

As an INTERNATIONAL PARTNERSHIP SPECIALIST, GS-0301-12 you will plan, coordinate, and execute the State Partnership Program between the state and the partner country.

Maintain continual liaison with the partner country through the Military Liaison Team (MLT) and the Defense Attaché Office stationed in the embassy of the partner nation.

Coordinate and execute visits to the partner nation by military members and civilian personnel.

Serve as the focal point for joint and combined military exercises between the state and the partner nation, which may include other state's partner nations, both in the U.S. and overseas.

Oversee the development of proposed SPP events with partner country.

Responsible for coordination of the preparation of all country clearance messages, event travel, and support requirements, to include the number of people traveling, dates, air/ground transportation, meals, and hotels.

Responsible for the SPP budget, which includes NGB Warsaw Initiative Funds, Minuteman Fellowship Funds, and State Department Cooperative Threat Reduction Funds.

Attend NGB SPP, CINC Scheduling Conference and State/Federal Government meetings as the director and The Adjutant General's representative. Perform other duties as assigned.
