THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This National Guard position is for a INTERDISCIPLINARY PHYSICAL SCIENCE, T5700000 and is part of the Oregon National Guard 173rd Fighter Wing, National Guard.

AREAS OF CONSIDERATION: Area 1: All on board permanent and indefinite T5 federal employees within the Oregon National Guard Area 2: All on board permanent and indefinite T32 federal technicians within the Oregon National Guard Area 3: All current non-permanent technicians/employees (T5 and T32) of the Oregon National Guard Area 4: All current and former members of the Oregon National Guard (former members must provide documentation showing membership in the Oregon National Guard such as an NGB 22 or DD214) Area 5: U.S.

citizens GENERAL AND SPECIALIZED EXPERIENCE REQUIREMENTS: Work involves professional work in the physical sciences when there is no other more appropriate series, or work in a combination of physical science fields, with no one predominant.

Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

Combination of education and experience -- education equivalent to one of the majors shown under education that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

Physical Demands: The work requires regular and recurring field inspections, investigations or surveys, requiring walking, stooping, bending, lifting and climbing.

For example the incumbent may be required to move and physically inspect drums of hazardous waste material for proper packaging and markings.

Work Environment: The work is typically performed in an office environment that is adequately lighted and climate controlled.

However, site visits regularly expose the incumbent to moderate risks, discomforts, and unpleasantness such as: high noise levels, infectious materials, or toxic or irritating chemicals; dust; aircraft exhaust; inclement weather; noxious fumes; flammable liquids; etc.

Work may be performed during both daytime and night time hours in unlighted or dimly lighted areas. Special safety precautions such as protective clothing and gear are necessary.

Supervisory Controls: Receives general supervision and assignments from the installation Environmental Program Manager are in terms of broad functional responsibilities, goals, and objectives.

Individual projects or work to be done, priorities and deadlines are established by the employee in consultation with the supervisor.

Work is normally accepted as technically accurate but subjected to review upon completion for achievement of objectives, conformance to policy, and compatibility with the work of other installation organizations.

Major Duties:

As a INTERDISCIPLINARY PHYSICAL SCIENCE, GS-1301-11, this position is located in the Base Environmental Management Office implementing the program established by the installation Environmental Engineer at ANG units with flying missions and non-flying missions such as Civil Engineering Red Horse Units, Combat Readiness Training Centers, and Geographically Separated Units with regional geographical responsibilities.

Upon direction from the installation Environmental Manager, assists with the overall management of a complex, highly technical environmental management and protection program and serves as a technical expert on DoD, AF, ANG, EPA state specific environmental laws and regulations.

Environmental Management duties and responsibilities include, but are not limited to:

Hazardous Waste Management;

Storm Water Management and Control;

Air Quality;

Water Quality;

Pollution Prevention;

Green Procurement;

Environmental Restoration Program (ERP);

Cultural and Natural Resources Management;

Spill Prevention and Response;

Environmental Management System;

Environmental Impact Analysis Program (EIAP) Management; and

Qualified Recycling Program Management. Plans, designs, and administers installation environmental projects.

Ensures environmental permits reasonable for the type of waste stream and chemical analysis is performed in accordance with permit requirements.

Performs continuous liaison with environmental regulators to ensure compliance with applicable federal, state, or local laws and ordinances.

Resolves controversial issues with appropriate regulatory authorities, making technical decisions and approving changes when necessary. (30%) 2.

Implements environmental program plans which include, but are not limited to

Spill Prevention Control and Countermeasures (SPCC) Plan;

Storm Water Pollution Prevention Plan (SWPPP);

Hazardous Waste Management Plan (HWMP);

Air Emissions Inventory (AEI);

Green Procurement Plan (GPP);

Integrated Pest Management Plan;

Refrigerant Management Plan;

Cultural or Natural Resources Management Plans;

Environmental Management System (EMS) Plans; and

Integrated Solid Waste Management Plan. (30%) 3.

May serve as an active member of the installation Design Working Group (DWG) and/or Facilities Utilization Board (FUB) accomplishing short term and long range planning in conjunction with Civil Engineering for future military construction and renovation projects.

Responsible for ensuring all necessary environmental permits for related construction projects are obtained and necessary plans developed and implemented. (20%) 4.

In accordance with the Environmental Impact Analysis Process (EIAP) statutory requirements, the incumbent is responsible for evaluating the environmental impact of construction and renovation projects.

Facilitates the decision making process ensuring due consideration is given to the natural environment, social, political, economic, and governance factors and provides a holistic frame work designed for the achievement of sustainable outcomes.
