Full Job Description

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: The incumbent will apply professional expertise in civil engineering and construction management to direct, advise on, and administer complex construction and contracts.

This role involves the supervision and administration of assigned projects. Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11). Major Duties:

  • Review contract plans/specifications/payment requests/progress schedules/submittals/request for information covering heavy civil works construction and appurtenant mechanical and electrical installations.
  • Make daily field inspections of ongoing actual construction projects to determine organizational adequacy.
  • Ensure technical problems during site preparation and construction operations are resolved with minimal impact on project execution.
  • Work with customers/sponsors/outside agencies to promote favorable and effective working relations and ensure adequate construction progress is maintained.
  • Responsible for administration and oversight of construction contracts.
  • Work involves originating new and improved applications and strategies for engineering or architectural concepts, theories, and principles.
