Job Description

Summary

This job involves advising the Navy on environmental regulations, especially air quality and natural resource protection, to ensure military operations stay compliant without disrupting training or readiness.

You'll guide programs on things like greenhouse gases and pollution assessments, manage budgets, and represent the Navy in meetings.

It's a great fit for someone with deep expertise in environmental science or engineering and experience in government or military policy.

Key Requirements

  • At least one year of specialized experience at GS-12 level or equivalent in environmental compliance and Navy regulations

Full Job Description

You will serve in an Interdisciplinary Position (NATURAL RESOURCES SPECIALIST; ENVIRONMENTAL ENGINEER; or PHYSICAL SCIENTIST) in the INSTALLATIONS DIVISION MISSION READINESS BRANCH of IMMEDIATE OFC OF CHIEF OF NVL OPS.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: (1) Applying an expert knowledge of Navy's Clean Air Act, Ozone Depleting Substances, Greenhouse Gas Metrics and Mitigations, Natural Resource Damage Assessments, environmental compliance and restoration procedures; (2) Utilizing a comprehensive knowledge of military training and testing requirements both ashore and at sea, and the environmental regulatory requirements, policies, and procedures to complete broad Navy mission objectives; (3) Applying a comprehensive knowledge of Navy's budgetary process and analysis of environmental compliance requirements.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Major Duties:

  • You will serve as the senior Subject Matter Expert (SME) on Clean Air Act (CAA) and Natural Resource Damage (NRD) challenges.
  • You will provide issuance of Navy-wide guidance.
  • You will provide support for the full range of Planning, Programming, Budgeting, and Execution (PPBE).
  • You will provide oversight of assigned programs.
  • You will provide analysis of trends, risks, and opportunities.
  • You will be responsible for the evaluation of technologies and practices associated with Navy's ashore compliance programs.
  • You will ensure the Navy remains compliant with all air emissions from Navy's stationary and mobile sources legislation and regulations.
  • You will work to maintain the Navy's compliance to operate and train, further increasing fleet and shore readiness.
  • You will provide guidance and oversight of the CAA, Ozone Depleting Substances, Greenhouse Gas Metrics and Mitigations, and Indoor Radon programs.
  • You will represent the Navy at program management and technical meetings with other organizations as required on matters related to NRD rules and regulations.
  • You will work with Navy stakeholders to manage and assure that the programs are fiscally balanced, executable, and operating in compliance with federal, state, and local laws and regulations.
  • You will serve as a member of the Clean Air Act Services Steering Community.
  • You will participate in Guidance Development, Resource and Assessment Sponsorship, and Program Oversight as a Subject Matter Expert.
