This position is located in the Department of Homeland Security (DHS), Office of Intelligence and Analysis, Field Intelligence Directorate. Non-BU: This is a non-bargaining unit position.
Specialized Experience: You qualify for the GS-14 grade level if you possess the specialized experience, equivalent to the GS-13 grade level in the Federal government or equivalent private/public sector experience, performing duties such as: For this position, specialized experience must include skill in applying a comprehensive range of intelligence research, collection methods, dissemination applications and methodologies, the evaluation of many diverse sources of information, and utilization of multiple intelligence information systems in order to develop intelligence capability and threat assessments.
It includes leading complex and non-routine collection operations projects, programs and teams, and conducting and directing a variety of collection activities in support of homeland security or conducting all-source analysis on homeland topics.
Such experience could be gained from: Knowledge of the principles of intelligence operations and of analytical, collection and reporting principles used to gather, analyze, and evaluate a variety of information from multiple sources with a focus on threat information.
Ability to plan and formulate policies, procedures, and strategies to provide outreach, advisory services and training on intelligence and information coordination operations.
Working with State and Local partners to create an information-sharing environment between them and the National Intelligence/Law Enforcement community.
Providing processes to identify trends, patterns, and anomalies in terrorist operational tactics.
Ability to communicate effectively both orally and in writing with all levels of management and employees to provide advice on procedures, practices, and policies.
Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement.

The Division Executive Officer (DXO) position is responsible for providing a broad array of administrative and programmatic level administrative, logistical, personnel, travel, and transparency and oversight support to the division and field personnel.
The assignment involves complex problem identification, definition and resolution on a variety of topics, as well as planning and coordination with numerous Federal (including DHS components) and State, Local, Tribal, Territorial and Private Sector (SLTTP) partners.
The incumbent supports a wide range of relationship building and intelligence and information sharing activities across a range of homeland security topics and issues.
As a INTELLIGENCE OPERATIONS SPECIALIST, GS-0132-14, your typical work assignments may include: Serves as a subject matter expert for intelligence analysis or collection operations and applies expert knowledge of raw intelligence reporting techniques and methodologies, including the reporting of law enforcement derived information to respond to intelligence requirements and analytical needs of intelligence and homeland security communities.
Plans and conducts complex special projects; reviews, analyzes, and evaluates programs and issues related to mission and functions, resource utilization, management controls, work processes and procedures to improve organizational economies, efficiencies, effectiveness, and productivity.
Drafts and develops, and aids DHS I&A Intelligence Officers to develop sophisticated all-source finished intelligence analysis, raw intelligence information reports, and other forms of information sharing deliverables across a wide spectrum of threat streams focused on the Homeland and within the purview of DHS I&A.
Maintains continuous liaison with other I&A and DHS organizations and subordinate offices/organizations.
Works with functional counterparts in response to legislative directions, funding issues, policy changes, and the impact of these changes. Represents I&A with a variety of organizations.
Establishes, develops, and maintains effective working relationships with a variety of high-level offices. Works requirements as a result of proposed congressional inserts all related programs.
Through I&A governance provides findings and recommendations on issues resulting in I&A impact to program guidance.
Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve significant problems.
Develops and presents formal briefings or written reports on topics or matters relating to homeland security threats, or other national intelligence or DHS missions to high-level officials throughout the intelligence and law enforcement community.
