THIS IS A TITLE 32 DUAL STATUS POSITION Position to be filled upon the vacancy of the incumbent DUTY LOCATION: 103d Air Wing, East Granby, CT AREA(S) OF CONSIDERATION: Area 1: All currently employed full-time permanent and indefinite personnel of the Connecticut Air National Guard.

GENERAL EXPERIENCE: All series personnel must be competent at the next higher level before being eligible for that level.

An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.

SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 36 months of specialized experience in the following: Experience demonstrating knowledge of all applicable Inspector General Program principles and practices related to federal civilian, military, and National Guard, operational, administrative and technical programs.

Experience in planning for and executing inspector general programs and using software data systems.

Experience in the procedures to inspect and report on the state of discipline program efficiency and effectiveness, and readiness of military and civilian forces.

Experience involving work as the primary inspector general advisor with responsibilities to plan, direct, and manage inspector general programs.

Experience in conducting investigations and inspections to ensure compliance with agency policies, practices, and regulations.

Experience in providing policy, guidance, oversight, and directions for the inspection programs; complaints resolution; Fraud, Waste, and Abuse; strategic plans and programs; and the Commander's Inspection Program.

Experience in the inspector general program concepts and policy regulations.

Has demonstrated skills in the development of programs, procedures, and methods to implement, evaluate, and maintain the inspector general program.

Experience in developing risk-based sampling strategies and annual inspection plan focusing on the Wing Commander's priorities.

Experience in multiple and specific inspector general computerized programs. Experience and skill in writing standardized operating procedures for the inspector general programs.

Experience in interpreting and developing inspection policies, procedures and applicable Memorandums of Understanding or Memorandums of Agreement with host or tenant organizations, if applicable, as well as state, city, and/or county agencies in order to adequately evaluate the National Guard's overall mission readiness.

Experience in providing supervisory duties, directing administrative, technical, and operational directions and established broad objectives for long-range strategic plans or new programs.

Experience in developing, interpreting, and implementing the Army, Air Force, or both services' inspection policy.

Experience planning and organizing assigned programs, estimating unit resources, capabilities, and objectives.

Experience in coordinating with staff and line management personnel, and skilled in conducting all phases of projects.

Experience in providing definitive interpretations of regulations and study procedures; and competent experiences involved initializing new inspections, interviews, and research application, methods, and functions.

Experience in identifying potentially controversial findings, issues, or problems with widespread impacts. Experience writing and analyzing projects, evaluations, or reports.

Experience providing recommendations on organizational goals, guidelines, and effectiveness to achieve intended objectives.

Experience in using expert judgment, initiative, and resourcefulness to deviate from established methods to modify, adapt, and/or refine broader guidelines to resolve specific complex or intricate issues and problems.

Experience interpreting research trends and patterns which resulted in the development of new inspector general programs, methods and criteria.

Experience including plans and programs that required analysis of unrelated and interrelated issues of effectiveness, efficiency, and productivity.

Experience in developing recommendations to resolve issues, problems and complaints.

Experience in applying qualitative and quantitative analytical techniques that frequently required modifications to fit variables.

Experience in working programs or processes simultaneously that are varied and unrelated such as, Fraud, Waste, and Abuse investigations and exercise planning and evaluation.

Experience managing and conducting investigations and project assignments that required detailed plans, goals, and objectives for long-range implementation of specific programs.

Experience identifying the primary sources of concerns, issues, problems, complaints, or concepts which were not susceptible to direct observation and analysis such as, projected missions and program functions.

Experience in developing and publishing measurements of effectiveness, improvements, and efficiencies.

Experience in making leadership decisions to include assessments of unusual circumstances or variations in the data supplied by the users or incomplete or conflicting data metrics.

Experience in managing multiple and difficult assignments that were complicated by the need to compile, reconcile, and correlate computerized data elements from classified and unclassified data sources.

Experience reviewing completed work that involved cross-checking, analyzing, and interpreting relevant information.

Experience in revising data collection methods or developing new approaches to analyze and evaluate data.

Experience in conducting investigations or inspections on complex subjects or into the conduct of individuals of prominence where complex or conflicting data, testimony or facts, or cold evidence was present and the conditions required careful handling and complete discretion.

Experience in completing investigation or inspection results in written reports and briefings to senior leaders or the Adjutants General.

Experience and skill to independently perform investigations and resolve the most unusual or complicated complaints or issues in the state.

Experience in making data-driven decisions for refining work methods and developing new techniques for resolution of issues.

Experience in conducting productivity assessments or effectiveness and efficiency program operations; and, experienced in analyzing and resolving a variety of uncommon unit activity problems.

Experience applying an extensive knowledge of National Guard operations to direct complex strategic planning efforts and participate in the establishment of program criteria to measure and/or predict the attainment of organizational goals and objectives.

Experience identifying and developing ways to resolve problems or cope with issues, and providing realistic data for leadership to improve planning and operational aspects of guard missions.

KNOWLEDGE, SKILLS AND ABILITIES: Skill in collecting and analyzing data effectively, efficiently, and accurately. Knowledge of applicable laws, directives, regulations, policies, and procedures.

Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communications. Skill interpersonal communications, empathy, and effective listening.

Ability to write English in reports and presentation formats. Ability to communicate -orally and in writing- clearly and effectively.

Ability to organize thoughts, research materials, and manage case projects. Skill in comprehending and interpreting directives and laws.

Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training.

JOB SUMMARY: The purpose of this position is to serve as the Inspector General (IG) and is required to demonstrate a substantial breadth of experience, exceptional maturity, and demonstrated sound judgment.

Responsibility to independently review and oversee Department of Defense (DoD), Air Force (AF), and Wing programs to determine compliance with laws, guidelines, and objectives.

Provides technical guidance, advisory support, policy, and direction for programs such as the Inspection System; IG Investigations; Complaints Resolution Program; Whistleblower Reprisal; Fraud, Waste, and Abuse(FWA) Program; Strategic Plans and Programs; and the Commander's Inspection Program (CCIP).

NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Air National Guard.

The major duties include, but are not limited to: Plans, directs, and manages the programs of the wing Inspector General office.

Serves as an independent Inspector General in management of the Air Force Complaints Resolution, IG Investigations, Fraud, Waste, and Abuse (FWA), and Whistleblower Reprisal program.

Manages, administers, plans, and executes the Inspection System and Commanders Inspection Program. Exercises supervisory personnel management responsibilities.

Represents the Inspector General office and programs with a variety of wing and functional area organizations.
