Specialized Experience To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service, or comparable experience not gained through Federal service.
Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.
Specialized experience is defined as demonstrated experience: 1. Knowledgeable in production operations inspections, investigations, and incidents. 2.
Have independent judgment, knowledge of complex designs and have the experience to identify those incidents of non-compliances (INCs) which could trigger an enforcement of a criminal/civil penalty review.
3. Has ordered the shut-in of major or minor facilities, operations, or parts of operations that pose immediate danger due to safety hazards or violations, including those of an advanced nature. 4.
Prepares incidents of noncompliance issued, ensuring they are properly prepared, complete, and properly references the National Potential Incident of Non-Compliance (PINC) List. Must meet all.

This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Gulf of America (GOA) OCS Region (GOAR), District Field Operations, New Orleans District, Well Operations Inspection Unit, Jefferson, LA.
At the full performance level (GS-12) the major duties of this position include, but are not limited to the following: 1.
Conducts investigations of all incidents and/or reports of violations to regulations involving major and minor offshore rig, facilities, and operations where issues are generally unprecedented and require examination of numerous factors and conditions (e.g., explosions, fires, threats to life, safety, or the environment).
2. Resolves and completes inspections involving issues referred by lower-level inspectors, which require a more in-depth analysis or judgment. 3.
Maintains a Monthly Operators' Compliance report and conducts inspections of facilities that have a history of serious incidents, persistent environmental or safety violations, operators involved in a pattern of civil/criminal violations, or unique problems that require new inspection processes/procedures.
4. Enforces and promotes compliance with safety and environmental requirements for production operations with problems or issues that involve unique safety and environmental issues. 5.
Prepares incidents of noncompliance issued, ensuring they are properly prepared, complete, and properly references the National Potential Item of Non-Compliance (PINC) List. 6.
Completes BSEE Form 1832 and clearly explains violations and enforcement actions to operators.
The Bureau of Safety and Environmental Enforcement has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.
This position is included in a bargaining unit. The American Federation of Government Employees (AFGE), Local 3457, is the exclusive representative of all employees in this bargaining unit.
Salary Information GS-12: $103,225 (Step 1) - $134,195 (Step 10) per annum. First time hires to the Federal government normally start at the lower salary range of the grade level.
