Specialized Experience To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service.
Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.
Specialized experience is defined as demonstrated experience: 1.Performing inspections of oil and gas well operations to ensure safety of operations and identifying deficiencies or violations of environmental and safety laws and regulations; 2.
Reviewing inspection procedures and policy related to offshore oil, gas and sulphur exploration, and development operations to ensure consistency in protocols; 3.
Writing reports of operations findings, and Letters of Deficiency.

This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Gulf of America Region, District Field Operations, Well Operations Support Section, Jefferson, LA..
At the full performance level (GS-13) the major duties of this position include, but are not limited to the following: 1.
Serves as Regional wells inspection auditor by visiting the District offices in the GOAR and reviewing inspection processes being implemented and assuring consistent protocols are in place, conducting offshore witnessing of inspectors performing inspections to ensure consistent inspection protocols are followed, and reporting the results of the District audits to the Regional Supervisor for District Field Operations.

Serves as regional wells inspection coordinator by monitoring the inspection program through a review of the TIMS inspection database and meetings with district personnel; evaluating the inspection program; and preparing and reviewing a statistical analysis of the inspection program for the purpose of identifying those aspects of the program which are in need of improvement in the areas of efficiency and effectiveness, providing recommendations to the Regional Supervisor regarding improvement in those areas, reviewing district inspection results for the purpose of determining consistency between district inspection procedures and regional inspection policy, reviewing the violations upon which civil penalty cases are based for the purpose of determining consistency among the districts with respect to the types of violations that are forwarded for civil penalty reviews, and providing guidance to district chief inspectors and supervisors regarding such procedural and policy consistency and overall effectiveness and economy.
3. Serves as the Gulf of America Potential Incident of Non-Compliance (PINC) Team coordinator. This position is responsible for representing the GOA on all committees, task forces, etc.
which review Field Operations inspection requirements, operations and procedures. 4.
Serves as credentialing officer for District Field Operations employees to ensure credentialing is managed in accordance with the National BSEE Offshore Credentials Program.
This will require reviewing the credential request forms, verifying training requirements, and communicating with the Offshore Credentials Manager. 5.
Serves as Field Operations (FO) responsible management official in investigation incidents of employee misconduct.
Investigations may include company officials and FO personnel and may be conducted in BSEE offices or at company facility. Final report will be issued outlining facts developed.
Reports will be completed in a manner that permits supervisors to review all pertinent facts and make recommendations when needed.
The Bureau of Safety and Environmental Enforcement has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.
Relocation expenses are not authorized. Travel, transportation, and relocation expenses will not be paid.
Any travel, transportation, and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee.
Physical Requirements: Occasional walking, bending, stooping, and climbing tall ladders during inspection of offshore oil and gas facilities.
Helicopter, marine vessel, and automobile travel is required.
The employee must successfully complete helicopter underwater egress and swing rope training on a recurring basis in accordance with BSEE policy.
As defined by the BSEE medical standards program, you will be required to pass a pre-employment medical examination as a condition of employment.
Work Environment: Scheduled and unscheduled offshore overnight stays, as well as weekend duty assignments may be required by this position.
Weekend duty assignments are required by the position and are scheduled throughout the year.
Security Clearance Required: You will be required to obtain and maintain a Public Trust Background Investigation if you are selected and hired for this position.
This position is included in a bargaining unit. The American Federation of Government Employees (AFGE), Local 3457, is the exclusive representative of all employees in this bargaining unit.
Salary Information: $122,749 (Step 1) - $159,575 (Step 10) per annum. First time hires to the Federal government normally start at the lower salary range of the grade level.
