This position is located in the Federal Permitting Improvement Steering Council (Permitting Council) Infrastructure Project Management team.
The incumbent will be responsible for coordinating permitting timetables for FAST-41 covered infrastructure projects.

Promotion Potential This position has promotion potential to the GS-13 grade level, however, promotion is neither automatic or guaranteed.
Career ladder promotion is subject to staisfactory performance and agency needs. This position is being advertised at, and applications are being accepted for, the GS-0301-12 grade level ONLY.
SPECIALIZED EXPERIENCE REQUIREMENT:FOR THE GS-12 GRADE LEVEL you must possess at least ONE FULL YEAR specialized experience equivalent to at least the GS-11 grade level in the federal service.
Specialized experience is defined as experience performing ALL of the following: Serving as a specialist advising, administering, or evaluating Federal environmental review and permitting processes and activities required by various statutes (for example: National Environmental Policy Act (NEPA), Endangered Species Act (ESA), Clean Water Act,etc.) ; and effectively communicating and organizing project statuses, updates and other information among various stakeholders with competing priorities; and using data management tools to track project milestones; and developing memoranda and other briefing materials for internal and external partners/audiences.

Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holds, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade in the normal line of progression of the grade to which you are applying).

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
The Incumbent: Oversees the administrative record and quality control for assigned projects, ensuring that all milestones and authorizations are accurately documented and reflected on the public Permitting Dashboard.
Conducts routine audits of Dashboard entries for assigned projects, ensuring all milestone dates and project descriptions remain current and compliant with all applicable statutory guidance.
Consolidates permitting data into technical memoranda, briefing materials, and status reports for senior leadership to inform program evaluation and general status of assigned tasks.
Serves as a liaison between the Permitting Council and other agency permitting staff to troubleshoot delays and negotiate timeline adjustments, facilitating consensus between project sponsors and lead federal agencies.
Escalates persistent interagency scheduling conflicts to Senior Infrastructure Project Advisors, providing summary of the problem and proposing alternate courses to maintain project progression.
Counsels agency partners and project sponsors to improve a shared understanding of FAST-41 goals and performance expectations.
Gathers feedback from lead agencies and sponsors, to facilitate or recommend improvements for future permitting processes.
Applies technical knowledge of NEPA, the Endangered Species Act (ESA), Section 106 of the NHPA, and other appropriate laws, regulations, and processes to ensure all federal authorizations are accounted for and integrated (as applicable) into a permitting timetable.
Evaluates agency-specific workflows to best support personal workload efficiency. Incorporates agency-specific workflows to best support personal approach to tasks and workload.
Conducts the initial intake and eligibility screening for proposed "covered projects," to determine suitability for FAST-41 coverage.
