Job Description

Summary

This job involves working as a senior IT specialist for the Air Force, advising on technology strategies, processes, and systems to support educational programs at Air University.

You'll help plan and improve IT capabilities, analyze needs, and recommend solutions to management.

It's a good fit for someone with a couple of years of IT experience who enjoys problem-solving, communicating with teams, and staying organized in a government setting.

Key Requirements

The primary purpose of this position is: To serve as senior information technology (IT) specialist and consultant with management in support of Air University IT Capabilities and Processes.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210 (Alternative A).

Examples of specialized experience includes experience with wide range of IT principles, concepts, methods, advancements, policies, design, development, testing and applications, both hardware and software sufficient to assess the organization's IT business requirements.

OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D.

Examples of specialized experience includes experience wide range of IT principles, concepts, methods, advancements, policies, design, development, testing and applications, both hardware and software sufficient to assess the organization's IT business requirements and convince management toward a specific course of action.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible.

One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level.

One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level.

TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs) : Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of advanced communications theories, and routine and creative practices Knowledge of aspects of IT to accomplish work processes using IT devices, methods, services, and facilities.

Knowledge of assessing policy needs and developing policies to govern IT activities and provide policy guidance to IT management, staff, and customers.

Knowledge of policies and principles to guide technology decisions for the enterprise architecture Skill and ability to identify opportunities to improve enterprise-level systems to support business processes and utilize emerging technologies Ability to lead meetings, engage stakeholders, work effectively with cross-functional teams, and promote understanding of change processes Ability to evaluate the impact of enterprise architecture products and services on IT investments, business operations, stakeholder satisfaction, and other outcomes Ability to communicate effectively, both orally and in writing PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

This is a developmental position with known promotion potential to the target position of INFORMATION TECHNOLOGY SPECIALIST (PLCYPLN/ENTARCH), GS-2210-12.

Incumbent works closely with supervisor in performing duties at full performance of the targeted position.

When the supervisor determines the full proficiency has been acquired, and time in grade has been met, the candidate will be promoted without further competition.

DUTIES FOR GS-2210-12 Serves as the AU Education Enterprise Management System (AU EEMS) Corporate Process Manager related to managing the AU's IT corporate process focused on addressing IT needs and new or expanded capabilities to AU enterprise systems.

Assesses policy needs and develops policy and procedures governing IT activities.

Participates in the planning and oversees organizational change initiatives and adoption of new processes and technologies within the organization.

Represents the organization at conferences and meetings and presents briefings.
