Requirements
- Serves as a technical expert to the department (e.g., customers, departmental managers, system administrators, vendors, developers) on issues/areas.
- Implements and supports information technology projects in the department such as development, infrastructure, and system migration projects and system architecture planning.
- Develops and provides recommendations to improve existing information technology processes.
- Develops, administers, monitors, and evaluates contracts and contract activities provided by external vendors.
- Prepares a variety of technical documents (e.g. systems configuration, change control procedures, project schedules, progress reports, system requirement documents, migration plans, technical instructions).
Qualifications
REQUIREMENTS TO QUALIFY:Two (2) years of experience, within the last three (3) years, at the level of Los Angeles County's class of Principal Application Developer, Principal Information Systems Analyst, Principal Operating Systems Analyst, Principal Network Systems Administrator, or Database Administrator.*
LICENSE:A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
PHYSICAL CLASS:
Physical Class 2 – Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
SPECIAL REQUIREMENTS INFORMATION:
* Experience at the level of the Los Angeles County's classes listed in the Requirements is defined as follows:
Principal Application Developer: Performs highly specialized and complex information systems analysis and programming tasks and acts as technical expert for development or maintenance of one or more major systems. This position may also function as a lead for application development projects and may supervise lower level application development personnel.
Principal Information Systems Analyst: Performs highly specialized and complex information systems analysis and design tasks, and provides technical leadership in IT strategic planning, business automation planning, business process improvement and application development. Acts as a lead or technical consultant for complex systems development projects and may supervise lower level Information Systems Analysts and other technical staff.
Principal Operating Systems Analyst: Provides technical leadership or supervision of work involving complex operating systems and associated software, hardware and servers, including midrange or mainframes hosting critical applications in a high-availability environment. These environments require formal change management and problem resolution procedures and comprehensive back-up and recovery solutions.
Principal Network Systems Administrator: Positions allocable to this class provide technical leadership for the comprehensive support of complex network and server operating system environments. Incumbents perform a wide-range of network-related duties, including the design, implementation, and maintenance of complex networks. This position functions as a lead for complex network systems administration projects and may supervise lower level Network Systems Administrators and other technical staff.
Database Administrator: Under direction performs a full range of activities required to support databases running on enterprise-level database management system (DBMS) software.
You may still qualify even if your job title is not exactly the same as the ones listed. What matters is that your experience is at a similar level — meaning your job involves similar responsibilities, requires comparable skills and knowledge, and takes place within a similar organizational structure. This examination will consist of two (2) parts:

MULTIPLE CHOICE AND/OR SIMULATION ASSESSMENT(S) ARE NOT REVIEWABLE BY CANDIDATES PER CIVIL SERVICE RULE 7.19.
Part II: An Evaluation of Training and Experience, weighted 50%, measuring:
- Experience leading a team for IT projects with at least a one year timeline
- Experience serving as a technical expert for various information technology disciplines
- Experience performing process improvement tasks for an information technology operation
Applicants must meet the Minimum Requirements and achieve 70% or higher on the combined score of Parts I and II in order to be placed on the eligible list.
TRANSFER OF TEST COMPONENTS:
If you have taken identical components recently for other exams, your responses may be automatically transferred to this examination. This exam contains test components that might be used on future exams, and your responses could be transferred to that exam.
TEST PREPARATION:
We provide study guides and other test preparation resources to help candidates prepare for employment tests. While the guides may help in preparing for the test, we recommend reviewing all related materials that seem necessary.

ELIGIBILITY AND VACANCY INFORMATION:
Applicants who passed the assessment(s) are placed on a list for a period of 12 months. We will use this list to fill vacancies in the Department of Public Works as they occur.
SELECTIVE CERTIFICATIONFrom those who pass the assessment, we may establish secondary lists targeting additional qualifications we are seeking for specialized positions. We are looking for specific experience in areas like data and privacy, and need you to answer the supplemental questionnaire carefully, specifically, and accurately in order to be considered. Please list the experience we are asking about, and do not just respond with "see resume/application."
