About DTMB:
The Department of Technology, Management and Budget (DTMB) supports the business operations of state agencies through a variety of services, including building management and maintenance, information technology, centralized contracting and procurement, budget and financial management, space planning and leasing, construction management, motor vehicle fleet operations, and oversight of the state retirement systems.

About the position: This position provides oversight, leadership, accountability and project management functions for large strategic projects and programs with high visibility at the Agency Executive level. These projects and programs require a fully dedicated project manager due to the level of complexity, degree of intricate detail and accountability to executive leadership. Strategic projects typically have a large diverse set of stakeholders, utilize vendor participation, require coordination of multiple complex schedules and significant integration with other systems. Strategic projects typically have durations of 2 years or longer with 50 or more team members, require communication at the Agency Executive level and have a significant risk. This position will ensure consistency with the State of Michigan project management methodology (SUITE), perform long-term release planning based on organizational direction, regularly interact with the project management teams for status of budget, quality and schedule, escalate issues and risks as needed to executives and exercise project quality control activities to ensure project scope expectations are met.

Knowledge, Skills & Abilities:

• Thorough knowledge of Project Management principles, concepts and practices.

• Thorough knowledge of Agile / Scrum principles and techniques

• Thorough knowledge of system development methods used for the development of new systems and enhancements to existing information systems.

• Thorough knowledge of advanced concepts and basic operating principles of data communications and information systems hardware and software.

• Ability to work in a team environment involving matrix organizations.

• Ability to resolve conflicting high-priority requirements.

• Ability to communicate the needs of others effectively.

• Ability to gather and analyze facts, draw conclusions, define problems, and suggest solutions.

• Ability to provide coaching, conduct training and informational sessions.

• Ability to communicate effectively, build consensus, facilitate working sessions, and negotiate solutions and alternatives.

• Ability to maintain positive relationships, favorable public relations and perform problem/issue resolution.

Position Location: This position is located in Lansing, MI. Candidates should confirm work location and schedule at the time of interview.

SIGNING BONUS:

This position may be eligible for a sign-on bonus up to $2,500. Up to $1,250 to be paid upon new hire and the remainder to be paid after satisfactory completion of the initial probationary period (12-month period). This does not apply to current state employees.

Requirements

Education

Possession of a bachelor’s degree with not less than 21 semester (32 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, project management, or mathematics.

Experience

Information Technology Project Manager 14

Three years of professional experience equivalent to an IT project coordinator.

Qualifications

Information Technology Project Manager 14

Possession of a Project Management Professional, (PMP) certification may be substituted for the experience requirement.

Possession of a Certified Associate in Project Management (CAPM) and/or Agile Certified Practitioner (PMI-ACP) certification may be substituted for 1 year of the experience requirement.

Possession of SUITE Certification may be substituted for 2 Educational Credits.
