Correctional Industries (CI) within the Department of Corrections (DOC), is seeking highly motivated and qualified individuals to fill a full-time, permanent Industries Specialist 2 (IS2) - Procurement position.

This position is located at Airway Heights Corrections Center in Airway Heights, Washington. This position typically works Monday through Friday from 7:00 a.m. to 3:30 p.m.

Requirements

Correctional Industries is Committed to maintain and expand incarcerated work training programs which develop marketable skills, instill and promote positive work ethics while reducing the tax burden of corrections.

This position supports that objective by providing purchasing services for Airway heights Corrections Center (AHCC), CI production materials, sales, and services to government agencies and nonprofit organizations in accordance with legislative mandate.


Duties include, but are not limited to:


Effective management of raw materials, consumables, supplies, and finished goods procurement activities to include:

  • Maintaining procurement process in such a level as to meet managements’ set goals for inventory turnover
  • Evaluating purchasing requirements
  • Applying appropriate analytical techniques to price and cost
  • Developing strategies to enhance supplier relationships
  • Ordering raw materials, consumables, supplies and finished goods
  • Ensuring procurement activities follow applicable policies
  • Identifying alternate suppliers and monitoring supplier recommendations
  • Negotiating price and cost with vendors and make recommendations
  • Managing procurement activities by making decisions and determining strategies that will bring the greatest return on investment in order to achieve CI business objectives
Effective oversight in training and supervision of incarcerated workers assisting in procurement activities at AHCC CI:
  • Oversees and guides incarcerated workers to promote accuracy
  • Maintains procurement SOP’s (standard Operations Procedures) and follows procurement guidelines
Create, implementing and reporting measurable processes for activities performed by AHCC CI procurement. This position is also an active member of the CI Food Group:
  • Review, summarize, and perform analysis on quotes

  • Apply appropriate analytical techniques to price and cost

Recommending and implementing procurement process improvements to enhance operations:

  • Cost reduction and price change process

  • Work with internal and external customers to provide accurate and timely lead time and price/cost information

Other duties as assigned by supervisor:
  • Includes special projects and/or collaboration with other departments

Qualifications

Required qualifications:

  • High School Diploma or equivalent.
  • Two (2) years of full-time work experience in financial reporting, procurement, accounting, accounts receivables, accounts payables, outsourcing, or a related field.

Desired/preferred qualifications):

  • Associate’s degree in accounting, Business Management or related field, from a college or university whose accreditations are recognized by the U.S. Department of Education (USDE) or the Council for Higher Education Accreditation (CHEA) or foreign equivalent.
  • Three (3) or more years of full-time work experience in financial reporting, procurement, accounting, accounts receivables, accounts payables, outsourcing or related field.
  • Three (3) years of full-time work experience in Material Requirements Planning (MRP) or similar software/program used for production planning, scheduling and inventory control, used to manage manufacturing processes.
Special Requirements/Conditions of Employment:
  • Maintain regular and reliable attendance.
  • Complete a felony disclosure form prior to employment and submit to a criminal background check.
  • Successfully complete, within mandated timeframes, employee orientation and all other mandatory annual, in-service and other required training.
  • Provide physical residential address and home telephone number to the Department of Corrections.
  • Become familiar and comply with all DOC policies and procedures and Collective Bargaining Agreements as applicable.
  • Submit to drug testing in accordance with Collective Bargaining Agreement and agency policy.
  • Must possess and maintain a valid driver's license.
  • This position may be represented by a union shop.
  • Must successfully complete CORE training program.

Telework Details

This position may be allocated for telework.

If authorized for the role, work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service at that time.

Employees are expected to perform assigned duties in a safe manner, to take proper care all state-issued equipment, and maintain confidentiality of all information in possession while working offsite.

Employees will be required to commute to a Department of Corrections facility or field office as business requires, to potentially include components of the onboarding process.

Some offices will have a “drop in” area available, however, a dedicated workspace within a DOC facility will not be provided.
