The Intelligence Community (IC) Chief Information Office (CIO) is responsible for advancing the Intelligence Community's mission by driving secure collaboration, integration, and information sharing; identifying and addressing information enterprise risks; and providing strategic leadership and oversight of the IC's enterprise architecture and enterprise information technology.

Superior knowledge of and experience with National Intelligence Program (NIP) and Military Intelligence Program (MIP) budget formulation programming and budget execution. Major Duties:

Major Duties and Responsibilities: The Mission Requirement Group's (MRG) enables the IC CIO to achieve the most pressing aspects of the National Intelligence Strategy by engaging with agencies, departments, and services that comprise the IC.

MRG's Investment and Planning Analysis (IP&A) team accomplishes this by collaborating with resource personnel to proactively: advise the IC CIO on planning and budget formulation, support IC partners with Congressional Budget Justification Book (CBJB) development, and generate accurate resource content for the DNI's annual budget briefings to Congress.

MRG's IP&A team accomplishes all of this by being a key extension of the entire OIC CIO team and working directly with other offices within the ODNI in order to deliver tangible results and provide constructive resource related guidance.

The position provides the selected candidate a unique opportunity to engage with IC elements on high priority initiatives such as cloud service adoption, AI and zero trust implementation.

Lead, plan, and author IC resource strategies, analytical issue papers, strategic evaluations, background papers, talking points, resource issue papers, and/or other analytical products applying extensive subject matter knowledge to support the IC senior leadership in making informed programmatic decisions.

Lead and guide the planning, preparation, justification, administration, analysis, and monitoring of budget/financial information to ensure cost-effective support of Intelligence Community (IC) organizations and programs; oversee budget/financial data analysis and the assessment of financial conditions by applying financial principles, policies, methods, techniques, and systems.

Manage the expectations of senior-level customers and ensure the delivery of quality products and services; lead the examination of project successes and failures and develop solutions to improve products and services.

Monitors the collection, research, and analysis of comprehensive and substantive financial information that includes budget and financial reporting information to develop budget testimony, briefings, and talking points for senior DNI leadership and OIC CIO and develop IC guidance on the preparation of resource requests and realignments or reprogramming to the DNI and Congress.

Manage the development of complex financial analyses and provide expert advice and recommendations to OIC CIO and IC customers in the context of their operations and requirements.

Plan, research, and identify key intelligence program and budget issues, evaluate program alternatives, and provide structured recommendations in accordance with the organizational policies, procedures, and viewpoints.

Manage, plan, and produce the development and presentation of findings, conclusions, options, and recommendations, to ODNI and IC senior management.
