This vacancy is for a GS-0201-13, Human Resources Specialist (Recruitment & Placement) located in the Department of Homeland Security, U.S.
Coast Guard, HUMAN RESOURCES SERVICE CENTER HEADQUARTERS in WASHINGTON, District of Columbia.
To qualify at the GS-13 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-13 grade level in the federal sector.
Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
Examples of specialized experience include performing the following types of tasks on a regular basis.
Planning and executing recruitment strategies by forecasting short- and long-term staffing needs, analyzing workforce data, and coordinating with management to fill positions supporting complex organizational missions.
Providing internal and external recruitment and placement services by conducting job analyses, preparing vacancy announcements, issuing referral certificates, and using automated staffing systems to deliver qualified candidates in compliance with Federal regulations.
Advising managers, employees, and applicants by interpreting recruitment, examination, selection, and reduction-in-force regulations to resolve complex staffing issues and ensure consistent application of policy.
Researching and evaluating recruitment policies and best practices by assessing Federal and private-sector methods and recommending improvements to enhance recruitment effectiveness and support organizational goals.
Analyzing HR staffing data and program outcomes by developing reports, resolving qualification disputes, and addressing issues involving uncertainty or competing requirements to improve the efficiency and effectiveness of staffing programs.

You will serve as a Human Resources Specialist (Recruitment & Placement) and be responsible for providing a full range of recruitment and placement services for major organizational elements.
Being a Coast Guard civilian makes you a valuable member of the Coast Guard team.
Typical work assignments include: Uses automated and web-based staffing systems to support internal placement actions for employees and management by processing special recruitment and placement activities efficiently and accurately.
Develops recruitment strategies for vacant and anticipated positions with management officials to address organizational changes, turnover, skill requirements, and position authorizations.
Conducts job analyses and prepares vacancy announcements and referral certificates for staffing actions using established recruitment procedures to identify and refer qualified candidates.
Researches Federal and private-sector recruitment methods and policies to identify effective practices for improving organizational recruitment programs.
Provides external recruitment and placement services for a large or complex organization by designing and implementing proactive recruiting strategies to meet mission-critical staffing needs.
Advises managers, employees, and job applicants on recruitment and placement procedures, practices, and guidelines by interpreting agency policy and regulatory requirements to ensure consistent and compliant staffing actions.
