In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS-0201.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems.

Examples of specialized experience includes knowledge of and skill in applying, practices and procedures involved in reviewing, analyzing, evaluating, and synthesizing officer/enlisted records from various databases.

Knowledge of the MILPDS system, detailed knowledge of the work processes, data models, work rules, file/database design/structure and content, equipment, internal computer processes, applications, and utility programs, to advise on alternative approaches, to identify problems and plan and implement solutions, and to collaborate with design center personnel in effecting needed changes.

Knowledge and skill of personnel systems i.e. Discovery, CMS and MILPDS.

OR EDUCATION: Successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M.

in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your transcripts.

OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of specialized experience and education having less than the full amount of specialized experience required but have more than 2 years of graduate level education with a major or subject area related to the position to be filled.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible.

One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of personnel, education, family & readiness, instructional systems, and/or services operations, directives, programs, and procedures.

Knowledge of manpower, safety, security, personnel management, and EEO regulations, practices, and procedures. Knowledge of financial, budget, and resource management practices and principles.

Skill in gathering, assembling, and analyzing data/facts, developing conclusions, identifying trends, developing alternatives/solutions, and making recommendations to resolve problems.

Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.

Ability to lead, manage, supervise, and adapt in a variety of changing situations in an atmosphere of military protocol and decorum.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Major Duties:

Continued from Summary Section: The primary purpose of this position is: To serve as a military personnel specialist at wing level providing expert personnel management and advisory service in a wide range of military personnel programs such as Force development, classification, promotion, assignments, retentions, and performance management.

This position also acts as a trusted agent for the 350 SWW Commander and Vice Commander on all matters having to do with military personnel programs.

Duties: Plans, organizes, and implements the full range of Wing military personnel programs.

Manages and executes wing personnel assignments and developmental programs to ensure required capabilities are available to achieve mission goals and objectives.

Manages the wing military personnel evaluation and recognition programs.

Establishes, defines, and implements requirements for Wing military personnel programs to ensure services and functions are in line with organizational goals and mission requirements.
