Recruitment Number 26-0156 - This vacancy is with the Department of Land and Natural Resources.

Salary: $5,369 to $6,535 per month (SR-22, Step D to I)

Requirements

The position is located in the Personnel Office, Department of Land and Natural Resources and is primarily responsible for independently performing professional recruitment, examination and placement, and position classification. The duties and responsibilities of the positions include evaluating recruitment requests and recommending recruitment options and strategies; recommending placement of disabled employees, ensuring compliance with employment laws, regulations and policies; conducting evaluation to determine the appropriate classification of positions in a variety of occupations and at all levels of work in the department; and providing management advisory services.

In order to effectively perform the duties and responsibilities of this position, applicants must possess knowledge of recruitment trends and job market conditions, recruitment and selection methods and techniques, options and strategies; position classification methods and techniques; and the ability to evaluate education and work experience to determine applicant qualifications and suitability for employment; analyze jobs and develop selection criteria; conduct job analyses to determine significant duties, required knowledge and skills, etc.; and to provide advice on staffing and recruitment matters, and classification practices and concepts to managers and employees.

LEGAL AUTHORIZATION TO WORK:

The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.


Basic Education/Experience: A bachelor's degree from a regionally accredited four-year college or university.

Specialized Experience: Two and one-half years of professional work experience in one or any combination of human resources management functions; i.e., recruitment, placement, examination, position classification, pay or wage administration, employee management relations and services, employee development, human resources program development and services, labor relations, and human resources research.

Selective Certification - Recruitment & Examination and Position Classification: Of the two and one half years of human resources management experience required for the class, one year of professional work experience must be in the area of recruitment & examination and position classification. The experience must also be comparable to the Human Resources Specialist III in State service. The Human Resources Specialist III performs moderately difficult work of a technical nature in one or more of the functional areas of human resource management; and performs other related duties as assigned.
