This job involves helping manage human resources for Air Force Reserve Command organizations, including advising on hiring, employee performance issues, training, and workplace relations.

The primary purpose of this position is to provide comprehensive Human Resources services for allorganizations on the Base to include position management advisory services, recruitment and placement services,employee relations services, performance management, and employee development and training function.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions for the 0201, Human Resources Management Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems.
Examples of specialized experience includes employee and labor relations concepts, case law, principles, practices, and regulatory requirements sufficient to perform detailed analyses; draw conclusions on complex legal issues, problems, and situations; and advise managers regarding corrective techniques in response to a wide range of conduct and performance problems.
OR EDUCATION: Successful completion of a PH. D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M.
in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position such as Business Administration (Human Resources).

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.
Knowledge of the full range of Federal Human Resources (HR) affirmative employment, recruitment, and placement, position management principles, concepts, policies, and analytical techniques. 2.
Ability to research, gather facts, and use effective analytical and evaluative methods to accurately assess information and make sound decisions involving position management problems. 3.
Skill in applying established principles, provisions, laws, regulations, practices, and techniques of staffing and recruitment, position management, employee relations, employee development. 4.
Skill in troubleshooting and resolving the most difficult problems associated with providing comprehensive recruitment and placement advisory services, position management advisory services, employee relations advisory services.
Ability to use automated personnel data system to document, review, correct, amend, and/or approve personnel actions. 5.
Knowledge of the fundamental HR laws, principles, systems, policies, methods, and practices to include employee relations, position management, recruitment and placement, performance management, and employee relations; analytical and problem-solving methods required to advise on and resolve difficult/complex issues; make informed judgments on problems and issues; and perform advisory services.
6. Knowledge of and ability to apply Federal employee development regulations, policies and practices to specific issues.
Ability to gather and analyze facts, draw conclusions from information, and communicate information clearly, orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
Major Duties:
Receives, reviews, and analyzes requests for position review and recruitment of positions, and supporting documentation from serviced organizations.
Provides position management advisory services to include coding and reviewing of complex personnel actions.
Serves as the training officer/employee development specialist for civilians in the Fighter Wing. Carries out special projects and participates in special initiatives and studies.
Performs a full range of staffing advisory services to organizations serviced.
