This temporary 6-month role in the Executive Office of the President involves acting as an expert in recruiting and hiring staff, managing job postings, and ensuring fair selection processes for government positions.
It requires handling everything from reviewing job descriptions to processing hires using federal systems.
A good fit would be someone with several years of hands-on experience in HR recruitment, especially in government or similar regulated environments, who enjoys solving complex staffing challenges.
This position is located in the Executive Office of the President (EOP), Office of Administration (OA), Office of the Chief Administrative Officer (OCAO), Talent Acquisition Division.
The incumbent serves as subject matter expert in all areas of staffing/recruitment and also coordinates with staff partners regarding position management and position classification.
NOTE: THIS WILL BE A TEMPORARY NOT-TO-EXCEED 6 MONTHS APPOINTMENT.
MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position.
The qualification requirements are in accordance with the OPM Qualification Standards. GRADE REQUIREMENT: This is NOT a promotion. Applicant MUST currently be at the grade level advertised.
AND SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.
You may qualify at the GS-12 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private sector, that demonstrates the following: (1) Providing consultative management advisory services on a wide range of recruitment, staffing, and placement programs in both the Competitive and Excepted Services; Such experience must demonstrate application of merit system principles/procedures, staffing regulations, appointment authorities, recruiting for a diverse workforce, determining qualification requirements, and reviewing application packages to determine if specified requirements are met; (2) Independently executing full life-cycle hiring actions, including reviewing and evaluating position descriptions for accuracy and classification impact; conducting job analyses; developing and issuing vacancy announcements; adjudicating veterans' preference; issuing certificates of eligibles; setting pay in accordance with governing regulations; validating selections; and processing personnel actions; and (3) Utilizing automated HR systems such as Defense Civilian Personnel Data System (DCPDS) and USA Staffing to process and manage recruitment actions.
You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-12 grade level in the Federal service or equivalent experience in the private sector, that demonstrates the following: (1) Serving as a senior advisor to management officials on complex recruitment, staffing, and placement programs across Competitive and Excepted Service positions, including interpreting and applying special appointing authorities and merit system accountability requirements; (2) Leading and independently managing complex, high-visibility, or sensitive end-to-end hiring actions, including position management review; job analysis development; drafting technically sound vacancy announcements; adjudicating qualifications and veterans' preference; resolving priority placement considerations; issuing certificates; determining pay-setting actions; validating selections; and ensuring regulatory compliance prior to onboarding;(3) Delivering authoritative guidance on staffing regulations and resolving escalated recruitment matters while ensuring full compliance with applicable federal laws and agency policies; and (4) Leveraging HR information systems (e.g., DCPDS, USA Staffing) and staffing analytics to monitor recruitment trends, improve process efficiency, and support data-driven workforce decisions.
Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

This is a Non-Reimbursable Detail Opportunity for six
months or greater. If selected, your agency must concur with the non-reimbursable detail. A MOU will be signed between your agency and OA. Relocation expenses will not be paid.
As a Human Resources Specialist (Detail Opportunity), GS-0201-12/13, your typical work assignments may include the following: Provides the full range of HR advisory services and technical guidance to senior management officials on federal laws, regulations, policies, and procedures governing Human Resources Programs.
Provides technical guidance, comprehensive advice and solutions to managers and supervisors on a variety of human resources management areas.
Researches OPM directives and regulations, United States Code of Federal Regulations, new legislation, and various court decisions and recommends courses of action to resolve complex HR problems or issues.
Collaborates with hiring managers to develop job analysis, review position descriptions, review OPM qualification standards, and determine rating criteria for various types of recruitment actions.
Oversees the coding and processing of personnel actions in accordance with the OPM Guide to Processing Personnel Action within DCPDS.
Provides support in administering payroll and benefits tasks for new and existing employees.
Prepares and presents reports and briefings on assigned components status and/or recommended actions to appropriate individuals.
Within USA Staffing, determines eligibility and qualifications, facilitates rating processes, prepares recruitment materials, including position descriptions (PDs), job analyses, job questions, job opportunity announcements (JOAs), and certificates.
