The City of Pasadena, Human Resources Department is seeking a Human Resources Specialist to join our team. More than 2,100 employees work together every day to ensure Pasadena maintains its status and character as a great community in which to live, work and play. The Human Resources Department delivers strategic and operational programs and services to select, support and develop a workforce that effectively serves customers. The Employment Services Division manages recruitment activity for all 17 departments of this full-service city.
The Human Resources Specialist position provides paraprofessional support to one or more analysts in the area of recruitment, selection and personnel action processing. This position also conducts full cycle recruiting for certain classifications and supports a wide variety of human resources activities.

Success in this role requires working independently with frequent interruptions and changing or competing deadlines and the ability to provide responsive, professional service to diverse customers. The ideal candidate enjoys an early start time of 7:30 AM (occasionally earlier if needed for certain testing processes), stays organized, works effectively as part of a team, and is a clear communicator and motivated to serve others. While public sector experience is preferred, it is more important to have an understanding of human resources/payroll/benefit administration and a strong willingness to learn.

- Provides paraprofessional support for recruitment and selection processes. Works under the direction of one or more analysts by doing the following:
- Drafts and posts advertisements
- Screens applications for minimum qualifications
- Obtains interview panel raters and assists other agencies in securing raters from the City of Pasadena
- Manages raters, including providing clear, professional communication throughout the process
- Coordinates and manages day-of logistics for testing
- Manages remote interview processes on Microsoft Teams or Zoom
- Proctors examinations, scores tests and enters results
- Conducts phone screen interviews
- Provides clerical support to analysts as needed through recruitment process, including procuring and formatting tests, proofreading, drafting documents, photocopying, filing, maintaining hard copy and electronic exam files, etc.
- Conducts reference checks and employment verification
- Conducts full-cycle recruitments for certain entry-level and non-exempt classifications
- Performs data queries within the department's various databases (NeoGov, Tyler Munis, Excel spreadsheets) and produces reports
- Processes certain types of personnel actions and position changes in the HRIS
- May provide general office reception coverage at the front counter
- Administers pre-employment processing, including communicating with candidates, scheduling fingerprinting and physicals, tracking all steps
- Responds to a variety of questions from employees and the public regarding City policy, job application procedures and application status, and a wide variety of other personnel matters
- Tracks, reviews, approves and processes employee requests such as outside employment, acting pay, tuition reimbursement, auto allowance, vacation cash out
- Performs general office work in support of the Human Resources function, which may include filing, drafting correspondence for signature, photocopying and compiling documents and reports, ordering supplies, setting up for various processes, etc.

EDUCATION AND EXPERIENCE
Minimum Qualifications:- Graduation from high school or GED equivalent
- At least four years of progressively responsible experience in the administration of human resources programs
- Or an equivalent combination of education, training and experience
Desirable Qualifications: - Experience in a public agency
- Completion of an Associate's degree or higher
