Summary

This senior-level Human Resources Specialist role involves advising top leaders on workforce planning, staffing, compensation, and performance management to support large-scale Defense Department programs.

The position requires leading initiatives to improve HR processes, ensure compliance with federal hiring rules, and align civilian staff with strategic goals.

Key Requirements

Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled.

To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military or private sector.

Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement.

Creditable specialized experience includes: Advise senior leaders and executives on workforce planning, staffing, compensation, performance management, and organizational readiness across enterprise-level programs.

Lead agencywide Human Capital Framework initiatives, overseeing reporting, compliance assessments, performance outcomes, and process improvements to align the civilian workforce with Department of Defense strategic goals.

Oversee Delegated Examining requirements by evaluating compliance with OPM standards, merit system principles, and federal hiring regulations; prepare reports and recommend improvements to competitive examining practices.

Applicants must possess the Delegated Examining certification at the GS-14 level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

  • Serve as the agency expert and primary consultant on all human resources functional areas, providing authoritative guidance and innovative solutions to complex workforce challenges.
  • Lead agencywide initiatives within the Human Capital Framework, overseeing reporting, performance outcomes, compliance assessments, and process improvements to align the civilian workforce with Department of Defense strategy and goals.
  • Provide oversight and evaluation of Delegated Examining (DEU) requirements, ensuring compliance with Office of Personnel Management (OPM) standards, merit system principles, and federal hiring regulations.
  • Provide oversight and evaluation preparing reports and recommendations to strengthen competitive examining practices.
  • Conduct program evaluation and compliance management by researching, analyzing, and reviewing human capital programs to ensure adherence to laws, regulations, merit system principles, and federal guidelines.
  • Develop and recommend HR policies, anticipate regulatory changes, and represent J1 at senior leadership meetings and working groups, ensuring that human capital decisions are consistent with DoD/DLA strategic initiatives.
