Location: Washington Corrections Center for Women | Gig Harbor, WA

Salary Range: $107,400 Annually


In order to provide the best customer service to the Washington Corrections Center for Women facility, this Human Resource Manager position is a full time, in-office role. This position may be eligible for telework upon request.

We are seeking a strategic, forward-thinking HR Manager to lead, mentor, and provide expert-level guidance to the human resources team at Washington Corrections Center for Women!


As a mid-level manager, you will support the Employee & Business Support Services teams by ensuring high-quality professional services are delivered to appointing authorities, leaders, and managers.

This includes providing expertise in organizational growth, workforce planning and development, employee development, and risk identification and mitigation.

Through this work, you will help ensure the Department of Corrections can successfully fulfill its mission to improve public safety by positively changing lives.


The HR Manager oversees the administration of multiple comprehensive employee programs and promotes effective HR management by ensuring HR consultants deliver accurate information, thoughtful consultation, responsive customer service, and consistent support to employees, management, and executives.

As a Human Resource Manager, some of the tasks you will enjoy performing include:

  • Ensuring comprehensive professional level administration of multiple, complex HR programs in accordance with Agency policy, WACs, CBA, and laws that influence key business decision and include, but are not limited to, classification and compensation, recruitment, screening and selection, employee relations, labor relations, leave programs and corrective/disciplinary actions
  • Ensures appointing authorities, executive staff and key leaders are provided with comprehensive and sound direction in the application of Agency policy/procedure, collective bargaining agreements and state/federal human resource law
  • Managing and supervising professional level staff
  • Developing program standards and delivery methods to train and support managers, staff, supervisors and HR consultants
  • Takes appropriate corrective action and recommends the initiation of an investigation or disciplinary action as necessary
  • Supports HR staff members seeking out ongoing developmental opportunities and ensures that performance reviews and training requirements are completed in a timely manner
  • Assuming accountability for the HR office space and equipment in the local HR offices, ensuring a safe working environment and the availability of necessary equipment and supplies, doing so prudently and cost effectively
  • Taking appropriate corrective action and recommends the initiation of an investigation or disciplinary action as necessary
  • Ensuring staff demonstrate quality customer service, which is emphasized in their career development. Develops and implements sound performance management criteria
  • Modeling strong performance and customer service standards
  • Supporting HR staff members seeking out ongoing developmental opportunities and ensures that performance reviews and training requirements are completed in a timely manner

Qualifications

What we need (required qualifications):

  • High school diploma or equivalent
  • At least three years of professional - level human resources experience, which included experience in at least three of the following:
    • Administering classification and compensation
    • Recruitment, screening, and selection
    • Interpretation of rules and regulations
    • Employee and labor relations
    • Corrective and disciplinary action
  • At least one year of experience supervising HR staff. Experience may be gained concurrently with professional HR experience
  • Extensive working knowledge of all aspects of HR and professional trends
  • Ability to provide consultation and direction on most complex issues and questions, especially in the areas of employee discipline, employee relations, classification, compensation, recruitment, screening, and selection
  • Knowledge of state and federal employment and labor laws and relevant court decisions impacting employers
  • Ability to analyze information, define problems or objectives, formulate logical and objective conclusions, recognize alternatives, and make recommendations
  • Excellent communication skills and ability to work effectively with both employees and managers at all levels of the organization
  • Able to convey a positive and professional image to employees and external contacts
  • Strong influence, change management, and relationship building skills
  • Ability to use technology and computer systems to improve efficiency, accuracy, and quality of work
  • Ability to use (or learn to use) Microsoft Word to independently draft formal documents for others’ review and signature
  • Ability to coach and mentor others
  • Ability to work in a fast-paced and changing environment and successfully manage a busy workload with multiple shifting priorities


What will make your application stand out (preferred qualifications):

Bachelor's degree, preferably in Human Resources Management, Business or Public Administration, social sciences, or related field, from an accredited college or university whose accreditation is recognized by the U.S.

Department of Education and the Council for Higher Education Accreditation (CHEA).

  • PHR, SPHR, SHRM-CP, SHRM-SCP or IMPA-HR certification.
