Metro Transit’s Employee Services supports the largest department in King County in recruitment and selection, workforce planning and development, hiring authority and section manager advisement, HRIS data and analytics, and electronic records management. Our highly skilled Employee Services team is comprised of HR Service Delivery Managers, Senior HR Analysts, HR Analysts, HR Associates, and specialized administrative support. Our team practices a wide variety of specialization within Employee Services, including selection and recruitment design practices, classification/compensation, policy/procedure development and administration, workforce development, career planning, training, marketing/outreach, data analysis and HR metrics. This exciting opportunity is for a career service HRIS Analyst with Metro’s Human Resource Information Management (HRIM) group. The role of the HRIS Analyst provides support for HRIS systems. This includes maintaining HR data integrity by ensuring the accuracy and consistency is compliant with policies, laws, collective bargaining agreements, and King County HR changes.
This recruitment is intended to fill one (1) Special Duty Assignment (SDA), anticipated to last approximately 6 months any may be extended. The actual duration may vary based on the discretion of the supervisor. Additionally, this selection process may be used to establish an eligibility pool for future SDA vacancies within this classification in the Capital Division. The eligibility pool will remain active for 12 months from the posting date and may be extended or utilized at the hiring authority's discretion.

In this role you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work. As the HRIM Analyst, you will:
- Review and update the large volumes of personnel change notices (PCN’s) to employees HR records each payroll processing such as - hiring, promotions, terminations, leaves of absences, salary changes, and union contract implementation per King County (KC) guidelines, CBA contracts, and state/federal laws.
- Administer and guide Metro staff and employees on compliance matters concerning KC policy, contract language, KC programs, and KC HR changes.
- Work with employee records and maintain employee PeopleSoft records such as step progression, benefit service dates, combo codes, and setting work schedules in PeopleSoft.
- Enroll new Metro employees with PeopleSoft security access and set up Peoplesoft numbers for KCIT access to hardware, software, technical, and other resources or programs.
- Serve as an HR liaison between Metro and Payroll Administration, Leaves Administration, and other departments and divisions.
- Assist and maintain internal and external HR controls, which include segregation of duties that impact pay.
- Apply general knowledge, skills, and judgment to solve moderate technical problems related to the PeopleSoft position management, HRIM, and Laserfiche systems.
- Administer PeopleSoft training module - including set-up, maintenance, and other necessary training.
- Assist in developing and providing training and hands-on assistance to division-wide end users.
- Create and edit letters, agendas, reports, charts, and other documents using various systems such as PeopleSoft, Laserfiche, NeoGov, Adobe Pro DC, and Office 365.
- Provide information, advice, and consultation to a high volume of inquiries from employees in the field, management staff, and the general public.
- Evaluate client concerns and complaints and take action to resolve problems and improve service. Respond to inquiries in a timely, diplomatic, and confidential manner.
- Provide backup support to other areas within Metro HRIM staff as needed.
- Audit and review HR activities to mitigate risk and ensure equitable measures are administered.
- Assist in data collection and analysis, including preparing summary reports and creating and using queries and
- spreadsheets from PeopleSoft.
- Work closely with managers and business finance officers in adhering to HR and payroll issues.
- Work with management and senior-level staff in administering changes in county policies that impact HR, payroll/benefits, and Metro.
- Audit HR data activities and I-9 files for compliance and discrepancies.
- Other duties as assigned.
Qualifications
A Bachelor’s degree in Human Resources Management, Public or Business Administration or a closely related field, or an equivalent combination of education and experience is desirable OR any equivalent combination of experience and education which provides the applicant with the skills, knowledge and abilities required to perform the work.
- Demonstrate a competent understanding of HR processes, procedures, and internal controls.
- Well versed in understanding and applying HR practices and guidelines, collective bargaining agreements, and various state and federal HR and payroll laws.
- Proficient computer skills which include PeopleSoft, Laserfiche, Microsoft 365, MS Teams, and SharePoint.
- Knowledgeable of records management best practices and guidelines.
- Intermediate-level knowledge and use of Human Capital Management (HCM) systems such as PeopleSoft or other similar Human Resource Information System (HRIS)/Payroll systems.
- Ability to recognize precedent-setting situations, resolve conflict, make difficult decisions, and appropriately escalate issues when necessary.
- Excellent written and oral communication skills, and the ability to convey clear and timely information.
- Strong customer service skills and a commitment to quality, including an ability to establish, build, and maintain
- internal and external customer satisfaction.
- Demonstrated ability to collaborate well with others.
- Cultural sensitivity, diplomacy, and the ability to maintain confidentiality.

Employees are paid on a bi-weekly schedule, every other Thursday. Work hours are comprised of a 40-hour workweek within core hours of workday, normally 6:00 a.m.-6:00 p.m., Monday through Friday.

Work Location This is a hybrid position. The team works in a hybrid model, with days in the office as well as telecommuting. Currently the team is required to work 1 day in office on Tuesdays each week. In office requirements are anticipated to increase to 2-3 days per week in 2026. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is King Street Center, 201 S. Jackson, Seattle, Washington 98104
. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
