The Office of Human Resources Management, Workforce Analytics and Technology Division is seeking an HR Systems Administrator to serve as one of two HR Systems Program Managers.
This role analyzes organizational needs and identifies opportunities to leverage new and existing information technology and communities of practice.
To qualify, applicants must have one year (52 weeks) of specialized experience equivalent to at least the GS-13 (ZA-III for NIST).
Specialized experience is defined as experience supporting operations in the National Finance Center (NFC) and at least 1 of the following, Service Now, SharePoint, Time and Attendance, Talent Acquisition, Payroll and Processing, or Learning Management; Project management experience to include, intake and prioritizing projects, developing roadmaps, including collaborating with product owners to gather, interpret, document, and prioritize user requirements, and/or developing, joining, and running queries using Structured Query Language (SQL) methods or equivalent programming language.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Serve as one of two HR Systems Program Managers analyzing organizational needs and identifiying opportunities to leverage new and existing information technology and communities of practice.
Collaborate with multiple product owners to gather, interpret, and prioritize user requirements, transforming them into user stories with well-defined acceptance criteria for inclusion into an actionable backlog based on a strong understanding of business goals and constraints.
Create testing scripts and lead user acceptance testing, integrations, and data migration. Develop and executes communication, implementation, and training plans, driving continuity and transparency.
Develop written policies, procedures, process maps, and training. Monitor and troubleshoot system performance, data integrity, and connectivity. Support security and privacy assessments of HR systems.
Maintain a strong working knowledge of emerging technology, such as AI and RPA. Present formal and informal briefings to various audiences, including technical, non-technical, and senior leadership.
Work collaboratively with peers to enhance work processes, staying current with best practices and emerging technologies that could address challenges.
Develop and maintain a cross-platform roadmap that provides a visual representation of operational tasks, initiatives, strategic goals, and regular updates.
Develop statements of work and manages IT contracts. Transmit files/data using a front-end system interface (FESI) to the payroll/processing system.
Create reports to retrieve data from multiple databases.
Uses a table management system (TGMT) to view and update records, request reports, resolve discrepancies, and view documentation data for various tables. Train and mentor others.
