THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for an HR SPECIALIST (CLASSIFICATION)-Title 5, Position Description Number T5035P01 and is part of the WI JFHQ, Wisconsin National Guard.
GENERAL EXPERIENCE: To qualify an applicant for any GS-0201 position, apply and evaluate the applicant's competencies (knowledge, skills, abilities, and behaviors) that may include military and civilian experiences: Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; Plan and organize work; and Communicate effectively orally and in writing.
SPECIALIZED EXPERIENCE: Must have at least one year specialized experiences at the GS-09 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs.
Must have knowledge and understanding of the personnel and manpower core competencies: Organization Structure; Requirements Determination; Program Allocation and Control; and, Performance Improvement.
Must have working knowledge of organizational structures; manpower standards; manpower resources; manpower data systems; or, commercial services to include strategic sourcing.
Experienced in performing personnel program requirements that involve advising supervisors and managers; and, experienced in completing accession planning and processing; classification and position management; and, civilian promotions.
Competent in merit principles, personnel plans, programs, and policies to guide or advise others on their implementation activities.
Skilled in applying program policies, directives, publications, and training manuals.
Experienced in performance management and productivity programs; or, advising on process improvement, best practices, and performance techniques. Major Duties:
Reviews incoming requests for classification and personnel actions through the use of an automated personnel system.
Researches the requests to determine if requested positions are covered by any special provisions.
Restructures positions to grades below journeyman level for staffing, trainee, and upward mobility purposes.
Performs position classification and position management duties of positions covered by the State.
Performs quality reviews of information maintained and final products to ensure correctness of data on all documents to include automated personnel systems.
Consults with manager/supervisor as needed to ensure duties and responsibilities are up-to-date and accurate. *** This is NOT an all-inclusive list of duties. ***
